Job Purpose
The Programme Policy Officer (GCF Inception) will play a crucial role in the successful inception and implementation of a USD 30 million Green Climate Fund (GCF) project in Tajikistan. This position is responsible for ensuring the project effectively supports climate adaptation and early warning activities, aligning with national priorities and the Paris Agreement. The incumbent will lead stakeholder engagement, including organizing the national inception workshop and establishing project governance structures. They will also be instrumental in technical reviews, validating project areas, updating environmental and social management plans, and refining the project's theory of change. Furthermore, the role involves operational and financial readiness, including finalizing the annual work plan and budget, drafting financial disbursement procedures, and defining procurement pipelines. A key responsibility is also the development of monitoring, evaluation, accountability, and learning (MEAL) frameworks, including designing the baseline survey methodology. This role is essential for mobilizing additional funding and strengthening resilience in vulnerable communities.

The national consultant will play a key role in data collection, stakeholder engagement, and drafting country-specific inputs to ensure the successful implementation of this vital project.
Work Experience
The role requires at least 3 years of experience in project development, specifically with components in climate finance, agriculture/rural development, or agricultural value chain development. Candidates should have experience working with government ministries or development partners in Tajikistan, and proven experience in developing climate finance proposals (e.g., GCF). Additionally, experience in stakeholder consultations and drafting reports, full Microsoft Office literacy, and strong analytical and drafting skills are necessary.
