Job Purpose
The Programme Associate will provide specialized support for the efficient planning, monitoring, and analysis of project financial performance, ensuring optimal use of financial resources. This role is crucial for coordinating activities related to WFP's emergency programs and supporting the expansion of community kitchens. The incumbent will contribute to designing and optimizing meal assistance interventions by identifying delivery modalities, strengthening kitchen operations, assessing cooking capacities, exploring new opportunities, and promoting community participation. Key responsibilities include reviewing budgets, analyzing fund balances, supporting pipeline management, improving internal processes, and preparing reports to enhance operational effectiveness and resource utilization within the Lebanon Country Office and Beirut Field Office.
Responsibilities
The Programme Policy Officer is responsible for comprehensive financial oversight and management of projects. This includes reviewing budget plans, monitoring financial performance, and analyzing fund and grant balances to identify and address any surpluses or deficits. The role involves making recommendations to optimize resource utilization and ensure compliance with WFP financial policies and best practices. A key duty is supporting pipeline management to prevent operational disruptions and maximize effectiveness. The officer also contributes to improving internal processes, corporate systems, and designing tools for better planning, expenditure forecasting, and budget monitoring. Accurate data entry of budget plans and revisions into corporate systems is crucial for timely information access and decision-making. Furthermore, the role entails compiling and analyzing data, maintaining records, and preparing reports for stakeholders. Communication with various stakeholders regarding fund management is essential for clarifying discrepancies and optimizing fund usage. The officer provides guidance and contributes to the development of support staff in budget and fund management. Finally, adherence to emergency preparedness practices is required to ensure rapid response capabilities during crises.
Work Experience
Requires at least six years of progressive experience in programme coordination, operational support, or project implementation within humanitarian or development settings. This must include a minimum of two years specifically in emergency relief assistance programme implementation, coordination, and monitoring.
