Job Purpose

Responsibilities
The Programme Policy Officer - RAM role involves contributing to project development, ensuring alignment with WFP policies, and providing project management support for specific programs. A key responsibility is monitoring data collection and tracking systems to maintain high-quality standards. The officer will conduct research and analyze policy and operational issues to aid senior colleagues in policy and program development. This includes preparing accurate reports for informed decision-making and ensuring information consistency for stakeholders. Collaboration with internal counterparts is essential for effective cooperation and project oversight. The role also supports identifying, developing, and managing potential partnerships to enhance food assistance packages. Furthermore, the officer will assist in capacity building for WFP staff, partners, and government bodies in food assistance response, including managing learning initiatives. They will provide guidance to support staff and act as a reference point for their analytical needs. A significant part of the role focuses on ensuring the integration of the field office's Monitoring and Evaluation (M&E) system with Madagascar's overall M&E strategy, applying WFP standards. This includes implementing the M&E plan, ensuring data from all program activities is collected and analyzed, and producing reports. The officer will also assess and improve data quality, support the design and testing of M&E tools, and consolidate databases, proposing data analysis automation methods. Training enumerators on WFP tools and surveys, developing methodologies for activity monitoring, and coordinating with partners for monthly M&E plans are also crucial. The role involves ensuring project site visit reports are generated and data is uploaded, assisting in baseline, PDM, and endline surveys, and developing M&E frameworks for program activities. Finally, the officer will facilitate information sharing and capacity building for partners in M&E and collect information on generic activity indicators.
Work Experience
The role requires a minimum of one year of experience in monitoring and evaluation. Candidates should also have experience in conducting surveys and studies, programming data collection forms, and using data analysis software such as SPSS, R, Tableau, or ODK. Prior experience with WFP or the UN system is considered an asset.
