Job Purpose
The Programme Associate - Monitoring will support the effective implementation of WFP's assistance programs by conducting monitoring and supervision activities within a designated coverage area. This role involves assisting the RAM Officer in managing baseline, Post Distribution Monitoring (PDM), and endline surveys, ensuring the quality and quantity of food or non-food item distributions align with WFP standards. The associate will also be responsible for capacity building of partners in monitoring and evaluation, collecting key project indicators, maintaining regular contact with implementing partners, and managing databases. Furthermore, the role entails producing regular monitoring and evaluation reports, supervising sub-office activities, and ensuring timely data collection and reporting to support informed decision-making and program accountability.
Responsibilities
The Programme Associate - Monitoring role involves supporting the Monitoring and Evaluation (M&E) Officer in overseeing and tracking baseline exercises, Post Distribution Monitoring (PDM) outcome and endline surveys, and other monitoring activities in line with WFP's regional and global strategies. Key responsibilities include verifying planned food and non-food item movements and distributions, resolving common issues, and escalating complex ones to ensure adherence to WFP standards for quantity and quality. The associate will also be responsible for sharing information and building the capacity of partners in M&E implementation at various levels. This includes collecting data on generic project activity indicators from sub-offices and decentralized units, maintaining regular contact with implementing partners to ensure timely information flow on project progress, and organizing critical events like PDM and Beneficiary Contact Monitoring according to project schedules. Furthermore, the role entails managing databases at the sub-office/country office level, updating performance indicator tracking tables, and assisting in data provision for M&E reports and ACRs. The associate will systematically produce M&E reports (monthly, quarterly, annual) and supervise the monitoring of activities and Third-Party Monitors (TPMs) in sub-offices, undertaking other tasks as needed.
Work Experience
The role requires 6 years of experience in program outcome and impact data collection, quantitative and qualitative analysis, and communicating findings to leadership, partners, and stakeholders. Experience with WFP's monitoring and evaluation systems and standards is also necessary. Proficiency in French is essential, with English knowledge being an asset.
