Job Purpose

The Procurement Officer will play a crucial role in supporting WFP's operations by ensuring the strategic and efficient procurement of food, non-food items, and services. This position involves managing national procurement processes, including sourcing, tendering, contract management, and supplier engagement, while upholding WFP policies and promoting value for money. The officer will collaborate with internal and external stakeholders to enhance supply chain performance, support emergency responses, and build capacity. This role contributes to strengthening WFP's agility and ensuring the timely deployment of procurement expertise across the region, ultimately supporting WFP's mission to save and change lives.

Responsibilities

The Procurement Officer role at the World Food Programme (WFP) in Lao PDR is crucial for ensuring the strategic and efficient acquisition of food, non-food items, and services. This position involves managing national procurement processes, encompassing sourcing, tendering, contract management, and supplier engagement. Key responsibilities include conducting market analysis, ensuring compliance with WFP policies, and promoting best practices to achieve value for money. The officer will collaborate with internal and external stakeholders to enhance supply chain performance, support emergency response efforts, and build the capacity of WFP staff and partners in procurement. This role also contributes to establishing a regional roster of qualified procurement professionals for future opportunities across Asia and the Pacific. Duties involve analyzing data to inform sourcing strategies, providing guidance to country offices on procurement procedures, and leading procurement projects of moderate complexity. The officer will also manage supplier and vendor relationships, coordinate with inspection firms for quality control, and prepare accurate reports on procurement activities. Furthermore, the role includes managing procurement teams, building capacity in strategic procurement, contributing to preparedness actions, and potentially acting in emergency response capacities. The position requires an advanced university degree or a first university degree with significant experience, at least five years of relevant experience in commodity and service markets, and fluency in English.

Work Experience

Requires at least 5 years of relevant job experience. This includes working with food commodity markets, freight markets, and goods/services essential for WFP Operations. Experience with market intelligence related to these areas is also necessary.
