Job Purpose
The Procurement Officer in Maputo, Mozambique, will play a crucial role in managing and advising on procurement activities, with a significant focus on cash-based transfer (CBT) operations. This position requires independent problem-solving and the application of expertise to improve procurement systems and processes. The incumbent will collaborate closely with internal stakeholders to align procurement strategies with broader WFP programmes and ensure effective delivery of goods and services. Key responsibilities include conducting market assessments, managing supplier relationships, overseeing the entire sourcing cycle from solicitation to contract management, and providing technical guidance on procurement principles and CBT-related services. The role involves analyzing market trends, monitoring supplier performance, and contributing to reporting, all while ensuring compliance with WFP rules and procedures.
Responsibilities
The World Food Programme (WFP) is seeking a procurement professional to manage and advise on procurement activities, with a strong focus on cash-based transfer (CBT) operations in Mozambique. This role involves planning, executing, and overseeing the entire procurement cycle, from sourcing to contract management, ensuring compliance with WFP regulations and corporate guidance. The incumbent will collaborate with internal stakeholders to align procurement with broader program objectives and leverage market knowledge, including financial markets and service providers, to support CBT and other operational needs. Key responsibilities include conducting market assessments, identifying and engaging with suppliers, managing contracts and long-term agreements, and monitoring supplier performance. The position also requires developing procurement plans, managing local procurement, and contributing to the implementation of procurement policies. Furthermore, the role involves providing technical advice, training, and capacity building to WFP staff on procurement principles and strategic sourcing, particularly for CBT. Supporting emergency preparedness by ensuring robust procurement arrangements and supplier networks is also a critical aspect. The ideal candidate will possess experience in UN/WFP procurement, specifically in contracting Financial Service Providers and CBT service providers, alongside strong analytical, communication, and stakeholder management skills.
Work Experience
Requires at least two years of experience in procurement of goods and services. This includes experience in planning, solicitation, evaluation, and contract management phases. A demonstrated knowledge of UN/WFP procurement principles, policies, procedures, and ethical standards is also necessary, along with the ability to apply them effectively in procurement processes.
