Job Purpose
The Security Officer will contribute to ensuring the safety and security of WFP staff, operations, and facilities in Kismayo. This role involves actively participating in security and contingency planning, implementing security measures, and ensuring compliance with Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS). The incumbent will liaise with UNDSS and in-country security bodies, manage access control, and oversee security equipment. Additionally, the Security Officer will support security budget management, provide security briefings to new staff, assist in training activities, and collect and report on local security developments to inform operational decisions and support the supervisor during emergencies.
Responsibilities
The role involves contributing to security and safety contingency and continuity planning, ensuring emergency systems are tested, and maintaining close liaison with the United Nations Department of Safety and Security (UNDSS) and in-country security management. The position requires providing operational support for Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS) compliance, and managing all facilities' access control measures to ensure staff and visitor safety. Responsibilities also include supporting the security budget management, including procurement planning, and overseeing security equipment to ensure it meets established standards. Furthermore, the role entails liaising with the Human Resources Unit on security staffing matters, collecting information on local security developments and their potential impact on operations, and preparing timely reports for senior management. Providing security orientation briefings to new staff and supporting training activities to enhance security capabilities are also key duties. The role requires assisting the supervisor during emergencies and ensuring compliance with WFP policies and procedures, all while upholding the organization's values of integrity, collaboration, commitment, humanity, and inclusion.
Work Experience
Requires at least one year of relevant professional experience in security management and complex security operations, ideally in conflict zones. Must have proven experience engaging armed actors, government bodies, and communities to ensure humanitarian access. Skills in team management, mentoring junior staff, and supervising contracted services in high-risk environments are essential. Knowledge of UNSMS policies and protocols is a significant advantage.
