Job Purpose
The Head of Operations in Gaza will oversee and ensure the effective delivery of WFP's programs and activities by managing the Supply Chain and Programme functions. This role is critical for maintaining operational oversight and strengthening WFP's presence through building and maintaining relationships with local government, civil societies, UN agencies, and other partners. The Head of Operations will play a key role in developing and implementing country strategies, policies, and plans aligned with WFP's objectives, ensuring accountability for the effective management of operations and resources within Gaza. They will provide leadership and coaching to their team, foster cross-functional collaboration, and produce comprehensive operational reports. Additionally, the position involves forging external partnerships to enhance assistance packages and ensuring compliance with WFP policies, acting as Officer in Charge in the Emergency Coordinator's absence.
Responsibilities
The Head of Operations in Gaza is responsible for overseeing the Supply Chain and Programme functions to ensure the effective delivery of WFP programs. This role involves significant emphasis on building and maintaining relationships with local government, civil societies, UN agencies, and other partners in Gaza to enhance WFP's visibility. The Head of Operations will also serve as the Officer in Charge in the absence of the Emergency Coordinator/Head of Office. Key responsibilities include contributing to the development and implementation of country strategies and policies aligned with WFP and UN objectives, managing operations and resources within Gaza, and providing coaching and leadership to Supply Chain and Programme staff. The role requires accountability for operational reports, developing productive relationships with local partners, and supporting the implementation of the emergency response strategy. Additionally, the Head of Operations must ensure compliance with WFP policies, foster an equitable and inclusive workplace, conduct field deployments for monitoring, and forge external partnerships to improve assistance packages and liaise with various stakeholders. This includes managing the procurement plan for emergency operations and ensuring equitable and inclusive delivery modalities for in-kind and cash transfers.
Work Experience
Requires over 10 years of experience, including six years internationally, in senior-level large-scale emergency operations. A background and interest in international humanitarian development are essential. Extensive experience leading multicultural teams in complex environments and enhancing performance is also necessary.
