Job Purpose
The Supply Chain Officer (External Services) will be instrumental in supporting WFP Haiti's Supply Chain Unit by coordinating logistics services and enhancing the delivery of external services. This role focuses on ensuring effective partner engagement, strengthening national coordination mechanisms, and supporting preparedness and response initiatives. The officer will collaborate closely with government counterparts, humanitarian partners, and WFP teams to guarantee that logistics services are delivered efficiently, transparently, and in alignment with national priorities and WFP's Country Strategic Plan. Key responsibilities include leading the design and implementation of logistics coordination mechanisms, assessing logistics capacities and gaps, fostering partnerships, and coordinating external logistics services such as transport, storage, and customs clearance, all while ensuring compliance with WFP procedures and donor requirements.
Responsibilities
The National Logistics Officer – Coordination and External Services role in Haiti focuses on enhancing the coordination of logistics services and strengthening the delivery of external services within the World Food Programme (WFP). Key responsibilities include designing and improving logistics coordination mechanisms to meet operational needs and align with international guidelines. The officer will continuously assess logistics capacities, identify gaps, and advise on evidence-based priorities. Building strong partnerships with governmental counterparts, humanitarian partners, and WFP teams is crucial for effective information sharing and problem-solving. This involves coordinating external logistics services such as transport, storage, and customs clearance, ensuring compliance with WFP procedures and donor requirements. The role also entails active participation in inter-cluster forums, facilitating collaboration, and supporting the development and implementation of Standard Operating Procedures (SOPs) for external service delivery. Data collection, analysis, and performance monitoring are essential for informed decision-making. Furthermore, the officer will strengthen national ownership of logistics operations through technical support and training, contribute to contingency planning, and facilitate partner engagement. A significant aspect of the role involves supporting the implementation of the UN80 Integrated Supply Chain Reform in Haiti, ensuring alignment with reform objectives and country strategic priorities. This includes contributing to fundraising efforts, reporting, and managing resources effectively to promote continuous improvement in service delivery, cost-effectiveness, and quality standards.
