Job Purpose
The Security Officer in Baidoa will be responsible for contributing to the safety and security of WFP staff, operations, and facilities in the region. This role involves supporting security planning, implementing access control measures, and ensuring compliance with Minimum Operational Security Standards (MOSS). The incumbent will liaise with UNDSS and local security apparatus, provide security briefings to staff, and manage security equipment. Additionally, the Security Officer will support the management of the security budget, maintain liaison with HR on security staffing matters, and collect and report on local security developments. This position is crucial for enabling safe and effective humanitarian operations in a complex environment.
Responsibilities
The role involves contributing to the security and safety of contingency and continuity planning for WFP facilities, ensuring emergency systems are regularly tested. A key responsibility is liaising with the United Nations Department of Safety and Security (UNDSS) and in-country security management to brief WFP management and staff on security matters. The position also provides operational support for achieving Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS) compliance. This includes managing all facilities access control measures and procedures to ensure the safety of staff and visitors, adhering to UNSMS best practices. The role supports the management of the security budget, including procurement planning, and is responsible for the management of security equipment, ensuring it is correctly issued, serviceable, and compliant with standards. Furthermore, it requires maintaining liaison with Human Resources on security staffing matters, collecting and reporting on local security developments and their potential impact on WFP operations, and preparing timely reports for senior managers. Providing security orientation briefings to new staff and supporting training activities to build security capabilities are also essential duties. Finally, the role includes supporting the supervisor during emergencies to address evolving needs.
Work Experience
Requires at least one year of postgraduate experience in security management, or a minimum of two years of relevant experience with an undergraduate degree. Experience in managing complex security operations, preferably in conflict or post-conflict settings, is also desired. Proven experience in engaging armed actors, government bodies, and communities for humanitarian access, along with team management and mentoring skills, is beneficial.
