Job Purpose
The Security Officer will be responsible for contributing to the safety and security of WFP operations in Beledwayne. This role involves supporting contingency and continuity planning, ensuring emergency systems are tested, and maintaining compliance with Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS). The officer will liaise with UNDSS and local security apparatus, manage access control measures, and oversee security equipment. Additionally, the position supports security budget management, assists in security staffing matters, collects and reports on local security developments, and provides security orientation briefings to new staff. The role also entails supporting training activities and assisting the supervisor during emergencies to ensure the safety and security of WFP personnel and assets.
Responsibilities
The role involves contributing to the security and safety of contingency and continuity planning for WFP facilities, ensuring emergency systems are regularly tested. A key responsibility is liaising with the United Nations Department of Safety and Security (UNDSS) and in-country security management to keep WFP management and staff informed of security matters. This includes providing operational support for achieving Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS) compliance. The position is responsible for managing all facilities' access control measures and procedures to ensure the safety of staff and visitors, adhering to best practices. Additionally, the role supports the management of the security budget, including procurement planning, and oversees security equipment to ensure it is correctly issued, serviceable, and compliant with standards. Maintaining liaison with Human Resources on security staffing matters, collecting information on local security developments, preparing timely reports, and providing security orientation briefings to new staff are also crucial duties. The role also supports training activities to enhance security capabilities and assists the supervisor during emergencies.
Work Experience
Requires at least one year of experience with an advanced degree, or three or more years with a first degree, in managing complex security operations, preferably in conflict zones. Must have experience engaging armed groups, governments, and communities for humanitarian access. Skills in team management, mentoring, and supervising contracted services in high-risk environments are essential. Knowledge of UNSMS policies is a strong asset.
