Organizational Context

The World Food Programme is the world’s largest humanitarian organization saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity. WFP Bangladesh is strengthening its engagement in food systems, market systems, and supply chain capacity strengthening to support resilient, inclusive, and shock-responsive food security systems, particularly in the Chittagong Hill Tracts.

Job Purpose

The Supply Chain Officer (Value Chain Analyst) will lead a comprehensive Value Chain Analysis (VCA) across selected agricultural and livelihood sectors in Bangladesh's Chittagong Hill Tracts. This role is crucial for strengthening WFP Bangladesh's engagement in food and market systems, aiming to build resilient, inclusive, and shock-responsive food security. The officer will identify priority commodities, analyze market dynamics, and assess key constraints affecting value chain performance, including transport, storage, and market access. A core objective is to pinpoint opportunities for enhancing aggregation models, rural logistics, and buyer linkages, while integrating climate-smart and resilience-oriented interventions. The analysis will also consider gender, youth, protection, and social inclusion, informing evidence-based planning and future programming under the CHT Strategy. Ultimately, the position aims to provide practical, sustainable recommendations to WFP, government counterparts, and partners, fostering improved livelihoods and food security in hard-to-reach areas.

Responsibilities

The primary responsibilities involve conducting a comprehensive analysis of selected agricultural and livelihood value chains across Rangamati, Khagrachhari, and Bandarban districts. This includes identifying priority commodities and value chains with significant potential to improve livelihoods, resilience, food security, and market integration. A key aspect is analyzing market systems, supply chains, and the relationships among various actors, such as producers, traders, aggregators, transporters, processors, retailers, cooperatives, and institutional buyers. The role also requires assessing critical constraints and bottlenecks impacting value chain performance, including issues related to transport, aggregation, storage, market access, post-harvest management, price volatility, climate exposure, financing, and infrastructure limitations. Furthermore, the functionality and accessibility of markets in remote and hard-to-reach areas must be evaluated. Opportunities for strengthening aggregation models, storage systems, rural logistics, market information systems, and buyer linkages are to be identified. The analysis extends to assessing gender, youth, protection, and social inclusion dimensions within selected value chains, and examining opportunities for local and institutional market engagement, including linkages with school feeding, social protection, and humanitarian procurement systems. Identifying climate-smart and resilience-oriented interventions is also crucial. Finally, the role culminates in providing practical, sustainable, and prioritized recommendations for WFP, Government counterparts, and partners, alongside performing other assigned tasks.

Work Experience

Requires at least 5 years of overall experience, with a minimum of 3 years in professional roles (managerial or supervisory). This professional experience should focus on areas such as Value Chain Analysis, Market Systems Development, Rural Livelihoods, Agribusiness, or Food Systems Programming. Additionally, at least 1 year of this professional experience must have been gained after completing postgraduate studies.
