Organizational Context
The Food Security and Nutrition (FSN) Cluster in Colombia is co-led by WFP, UNICEF, and FAO, comprising 13 NGOs and three UN agencies. Established in response to the 2010-2011 winter wave, it supports humanitarian responses to conflicts, natural disasters, and the Venezuelan migration crisis, integrating with the Country Humanitarian Team (CHT) and the Inter-Agency Group on Mixed Migration Flows (GIFMM).
Job Purpose
The Programme Officer - FSN Cluster will ensure timely, coherent, and effective food security and nutrition interventions during humanitarian crises, complementing government actions. This role involves strengthening the technical capacities of cluster members and fostering partnerships with national and local government entities. The officer will represent the cluster, collaborate with co-leads and humanitarian structures, and lead the FSN Cluster's transition process, aligning with OCHA's guidance for sustainability and national ownership. Key responsibilities include developing a transition plan, identifying national capacities, managing risks, and supporting inter-agency processes for humanitarian financing and response prioritization, ensuring evidence-based strategies and effective information management.
Responsibilities
The role involves leading the strategic analysis and transition planning for the Food Security and Nutrition (FSN) Cluster, defining scenarios for continuity, transformation, or progressive deactivation in line with OCHA guidelines. This includes coordinating the participatory development of a transition plan, identifying national capacities for assuming coordination functions, and facilitating dialogue with government entities to promote progressive ownership. The position also supports inter-agency processes for prioritizing and articulating humanitarian responses within funding mechanisms, ensuring coherent, coordinated, timely, and effective emergency responses based on humanitarian principles. Key responsibilities include leading and supporting sector coordination, defining and monitoring the annual work plan, and maintaining communication with the Global FSN Cluster (GFSC) and other humanitarian coordination bodies like OCHA, the Inter-Cluster Group, and the Country Humanitarian Team. Furthermore, the role entails joint planning of needs assessments and response strategies, supporting joint needs assessment missions, and participating in programmatic cycles such as the Humanitarian Needs Overview and Response Plan (HNRP). It also involves fostering information exchange, sharing best practices, updating information management tools (4W+, Activity Info, 345W), and strengthening information management capacities. Finally, the position supports and strengthens the FSN capacities of state, institutional, and other actors, ensuring humanitarian responses are based on local capacities and promote coordination.
