Job Purpose
The Head of Programme will lead and manage the development and implementation of WFP's programmes in Beledweyne, ensuring alignment with organizational policies and strategic objectives. This role involves contributing to project planning, developing data gathering and monitoring systems, and conducting research to inform policy and operational decisions. The Head of Programme will liaise with internal and external stakeholders to foster collaboration, manage partnerships, and identify potential risks to project delivery. Additionally, they will support capacity building initiatives for WFP staff, partners, and national governments, and provide guidance and supervision to junior staff, acting as a key point of referral for analysis and queries to ensure effective humanitarian assistance and achieve WFP's mission.
Responsibilities
The role involves contributing to the development of diverse projects, plans, and processes, ensuring they align with broader program policies and guidance. A key responsibility is providing project management support for complex programs and projects, maintaining coordination with wider initiatives and adhering to organizational standards. This includes developing and overseeing data gathering and monitoring systems to uphold rigorous quality standards. The position requires researching and analyzing policy and operational issues to inform the creation of new policies, programs, and activities. Accurate and timely reporting on program progress is essential for informed decision-making and stakeholder communication. Collaboration with internal and external counterparts is crucial for effective partnerships, project monitoring, and risk mitigation. The role also supports identifying, developing, and managing partnerships to enhance food assistance packages and contributes to capacity building for staff, partners, and governments in food assistance needs, including developing training materials. Additionally, the position involves guiding and supervising junior staff, offering analytical support and addressing queries.
Work Experience
Requires at least three years of relevant experience with an advanced university degree, or five years with a first university degree. Experience should include managing complex humanitarian or development projects, conducting research, developing data collection systems, building partnerships, delivering training, supervising staff, and supporting food assistance operations.
