Job Purpose
The Programme Policy Officer will play a crucial role in integrating and mainstreaming inclusion, gender, and protection principles across WFP's humanitarian and development programs in Mogadishu. This position involves conducting context-specific analyses to inform vulnerability-based responses, identifying entry points for vulnerable populations, and supporting participatory implementation of food and nutrition support programs. The role requires collaboration with various teams and partners to ensure gender and protection are embedded throughout the program management cycle, from design to evaluation. Key responsibilities include supporting monitoring of the Gender and Age Marker, contributing to prevention of sexual exploitation and abuse (PSEA) efforts, and fostering partnerships with local actors to advance gender equality, women's empowerment, and disability inclusion. The officer will also contribute to capacity strengthening of WFP staff and partners on these critical areas.
Responsibilities
The role involves providing comprehensive support to integrate and mainstream inclusion, gender, and protection across programmatic cycles. This includes conducting continuous, context-specific protection and gender analysis to inform vulnerability-based and inclusive responses. The position requires analyzing documents to identify opportunities for advancing the protection and inclusion of vulnerable populations within WFP programs and delivery methods. It also entails supporting participatory implementation and analysis of food support and nutrition programs through field visits and stakeholder engagement. A key responsibility is strengthening Standard Operational Procedures (SOPs) for responding to and referring cases related to protection, including child protection, fraud, corruption, GBV, and SEA, in alignment with WFP policies. The role supports program staff and partners in integrating inclusion across operations and functions. Collaboration with Gender & Protection Officers is crucial for integrating gender and protection throughout the program management cycle, including adapting tools and processes for needs assessment and reporting. Technical support is provided for monitoring the Gender and Age Marker (GAM) exercise, including guidance, training, and tool development. The position also supports WFP's commitments to gender-transformative practices, protection, and preventing sexual exploitation and abuse (PSEA). Fostering partnerships with local actors, government counterparts, and organizations representing marginalized groups is essential. Furthermore, the role involves participating in inter-agency coordination mechanisms and strengthening capacity through knowledge sharing, gathering best practices, and identifying challenges and opportunities for staff and partner training on gender, inclusion, GBV risk mitigation, and PSEA. Other tasks as assigned by management are also part of the responsibilities.
Work Experience
Requires a minimum of three years of relevant experience in humanitarian or development programming, in addition to a first university degree. An advanced university degree may require only one year of professional experience.
