Job Purpose
The Programme Policy Officer (Relief) will provide crucial technical support and assist in the development and implementation of vital relief, livelihood, nutrition, school feeding, and safety net activities within the Mogadishu Area Office. This role involves contributing to the formulation of WFP Mogadishu's strategies and policies, ensuring local needs are integrated into country-wide planning. The incumbent will prepare comprehensive reports and data analyses on food assistance needs, resource utilization, and programme status, highlighting key trends and ensuring adherence to corporate standards. A significant aspect of the role includes forging and nurturing external partnerships with local government authorities, NGOs, civil societies, UN agencies, and beneficiaries to enhance assistance packages and ensure smooth programme implementation through training and coaching. The officer will also oversee monitoring and evaluation activities, manage resources effectively, and ensure gender perspectives are incorporated into all work, contributing to WFP's mission of saving lives and changing them for the better.
Responsibilities
The role involves providing comprehensive technical support and contributing to the development and implementation of various humanitarian activities, including relief, livelihood, nutrition, school feeding, and safety net programs. A key responsibility is to inform country-wide planning by ensuring local needs are integrated into the Mogadishu Area Office's strategies, policies, and programs. This includes reviewing and presenting project proposals, and preparing detailed reports and data analysis on aspects like food assistance needs, resource utilization, and program status, while adhering to corporate standards. The position requires effective management of Area Office operations, focusing on transparent people management and fostering a high-performing team. Building and maintaining external partnerships with local authorities, NGOs, civil societies, UN agencies, and beneficiaries is crucial for enhancing assistance packages. Oversight of monthly monitoring and evaluation activities, including accurate analysis and reporting, is essential. The role also emphasizes incorporating gender perspectives into all work to ensure equal participation and providing programmatic support and coaching to teams and partners for smooth implementation. Resource management, prioritization, and planning are necessary to ensure activities align with available resources and are executed as planned. The position may also involve other required tasks.
Work Experience
Requires at least one year of experience with an Advanced University Degree, or three years with a First University Degree. Experience should be in humanitarian and development programs, including food assistance, nutrition, livelihoods, and social protection. Proven skills in program implementation, coordination, monitoring, and stakeholder engagement are essential.
