Job Purpose
The VAM Officer will lead and manage the generation of evidence for food security and nutrition analysis and programmes in Mogadishu. This includes conducting complex food security, nutrition, and market analyses, preparing timely reports, and leading data-driven targeting for humanitarian assistance. The role involves providing technical GIS mapping support for surveillance and risk monitoring, maintaining the geo-database, and collaborating with partners to strengthen data quality. The incumbent will advise on food assistance developments, support mainstreaming of cross-cutting functions, and build the capacity of staff and partners in vulnerability analysis. The position also entails supervising VAM associates and data collection staff, managing market price databases, and contributing to cluster coordination mechanisms.
Responsibilities
The role involves leading and managing the generation of evidence bases for food security and nutrition analysis and programs, including various assessments and surveys. This includes conducting complex analyses of food security, nutrition, markets, and resilience, and producing timely reports to inform decision-making. A key responsibility is leading data-driven targeting for food assistance programs and providing technical expertise on prioritization. The position also requires providing GIS mapping support for surveillance, monitoring, and risk mapping, especially during emergencies. Maintaining and updating geo-databases and spatial data infrastructure is crucial. Collaboration with partners, including government bodies and clusters, is essential for data collection, analysis, and dissemination, focusing on strengthening data quality and consistency. The role involves advising on food assistance developments, providing expert support on strategies and policies to WFP and partners, and ensuring the mainstreaming of various functions like identity management and protection. Furthermore, the position supports capacity building for staff and partners in conducting vulnerability and food security analysis, facilitates sharing of best practices, and may involve emergency response coordination. Supervision of VAM associates and field staff, management of market price databases, and contribution to monitoring essential needs and expenditure baskets are also key duties. Participation in coordination meetings and performing other requested duties are expected.
Work Experience
Requires at least one year of relevant experience with an advanced degree, or a minimum of three years of experience with a first degree. Experience in development, project management, or food/non-food assistance management is necessary. Prior professional experience in monitoring, evaluation, capacity-building, and reporting for development or humanitarian projects is considered an advantage.
