Job Purpose
The Programme Policy Officer (CP Management) will play a crucial role in implementing WFP's Country Office strategy for partner engagement in Somalia. This position involves actively engaging Cooperating Partners (CPs), NGO-Consortiums, government institutions, and other international NGOs to ensure the effective delivery of high-quality assistance to beneficiaries. The role requires documenting challenges, opportunities, and lessons learned from these engagements to inform strategy and improve operations. Responsibilities include scoping and profiling potential partners, contributing to partnership reviews, and facilitating the piloting of CP management activities and quality assurance measures. The officer will also contribute to capacity assessments and evaluations of CPs, coordinating the implementation of improvement plans with technical units and program heads. A key aspect of this role is ensuring CPs understand and utilize WFP's corporate tools, guidelines, and SOPs, while also reviewing potential risks in engagements and recommending mitigation measures. The position also involves assisting partners with FLA reporting, coordinating training on WFP policies, and contributing to monitoring activities, spot checks, and timely, accurate payment processing. Furthermore, the role supports the accurate recording of WFP activities in COMET and contributes to internal data process improvements.
Responsibilities
The role involves implementing the Somalia Country Office strategy for partner engagement by collaborating with Cooperating Partners (CPs), NGO-Consortiums, Government Institutions, and other International NGOs. Key responsibilities include conducting regular engagements with CPs to document challenges, opportunities, and lessons learned, thereby enhancing the quality of assistance to beneficiaries. This includes scoping and profiling potential NGOs, advising on strategic engagement, and participating in partnership unit reviews. The position also requires contributing to capacity assessments and evaluations of CPs, and coordinating the implementation of improvement plans in collaboration with technical units and program heads. Furthermore, the role entails reviewing and revising tools, guidelines, and Standard Operating Procedures (SOPs) to address audit issues and ensure CPs understand and utilize WFP corporate tools. Risk assessment of CP engagements and recommending mitigation measures are also crucial. The role supports NGOs in adhering to Field Level Agreement (FLA) reporting requirements, coordinates training for partners on WFP strategies and policies, and oversees spot checks and monitoring activities. Ensuring timely and accurate payment processing and contributing to the accurate recording of WFP activities in the COMET system are also key duties. Finally, the role involves contributing to internal data process improvements, such as automation and optimization of data delivery.
Work Experience
Requires at least one year of relevant experience with an advanced university degree, or a minimum of three years of experience with a first university degree. Experience should focus on partnership management, resource management, and fund management within humanitarian operations. Prior experience in a similar role is advantageous.
