Job Purpose
The Monitoring & Evaluation Officer will play a crucial role in ensuring the effectiveness and impact of WFP's operations in Mogadishu. This position involves contributing to the development and implementation of robust monitoring, review, and evaluation plans aligned with the Country Strategic Plan and WFP's corporate standards. The officer will be responsible for providing critical data analysis and insights to inform evidence-based decision-making, programme design, and implementation adjustments. Key responsibilities include supporting the operationalization of M&E strategies, managing M&E costs, and advocating for necessary resources. The role also entails building M&E capacity among WFP staff and partners, integrating gender and protection perspectives, and managing or supporting evaluations to ensure accountability and learning. The officer will contribute to the development of Theories of Change, establish baselines and targets, and draft regular reports to track progress and identify areas for improvement, ultimately supporting WFP's mission to save and change lives.
Responsibilities
The World Food Programme (WFP) is seeking a Monitoring and Evaluation (M&E) professional to contribute to its mission of saving lives and changing lives. Key responsibilities include developing and implementing M&E plans aligned with country and global strategies, ensuring compliance with WFP requirements, and managing M&E budgets. The role involves providing feedback on M&E strategies, operationalizing them, and contributing to evidence-based decision-making by making M&E findings accessible through user-friendly products. This position will support WFP Management in addressing recommendations from reviews and evaluations, and in building M&E capacity among WFP staff and partners through training and information sharing. The role also entails managing junior staff, guiding their performance, and contributing to the development of national and inter-agency M&E frameworks. A crucial aspect is integrating protection and gender perspectives into all work, ensuring equal participation. The professional will support the development of Theories of Change, establish and maintain CO monitoring systems and tools, draft monitoring reports, and contribute to data analysis. They will also support mid-term and thematic reviews, and manage or assist in managing decentralized evaluations, ensuring quality assurance throughout the process. Support for centralized and joint evaluations is also expected, alongside other relevant duties as assigned.
Work Experience
Candidates require at least three years of relevant experience with an Advanced University degree, or a minimum of five years of experience in monitoring and evaluation activities with a First University degree. Proficiency in various quantitative and qualitative analytical tools and methods is also necessary.
