Job Purpose
The Supply Chain Officer (NOA) will lead logistics and procurement teams to ensure synergy and efficiency within WFP's supply chain operations in Tajikistan. This role is crucial for providing analytics, contributing to supply chain activities, and supporting field operations to meet beneficiary needs and partner requirements. The officer will oversee integrated supply chain support across WFP's four field offices and warehouses, ensuring effective management and adherence to WFP's global supply chain strategy. Key responsibilities include developing and implementing supply chain plans, analyzing operational contexts, managing end-to-end supply chain networks, conducting financial and market analyses, and contributing to preparedness and emergency response actions. The aim is to optimize resource utilization, enhance operational agility, and strengthen national capacity for food security and nutrition outcomes.
Responsibilities
The Supply Chain Officer is responsible for contributing to the development and implementation of supply chain plans and procedures, aligning with global strategies to enhance operational efficiency, agility, reliability, and quality, while also supporting national capacity building. This role involves analyzing country contexts and managing end-to-end supply chain and retail networks to address challenges and optimize operations. Key duties include implementing supply chain initiatives for timely and cost-effective service delivery, collecting and analyzing data to identify improvement opportunities, and conducting financial analysis and budget reviews to maximize resource utilization. The officer will collaborate with internal and external counterparts to foster an integrated supply chain approach for food assistance and ensure cross-functional alignment. Responsibilities also extend to market analysis, supply chain network mapping, supporting supply chain projects, monitoring activities for quality control and risk mitigation, and managing service providers, fleet, and warehouse operations. Furthermore, the role involves preparing reports for informed decision-making, guiding support staff, and contributing to emergency preparedness and response efforts.
Work Experience
Requires at least one year of postgraduate professional experience in procurement and/or logistics. Experience in managing logistics and/or procurement, analyzing operational context and trends, and supporting analytical work on supply chain strategy and implementation is also needed. Experience in designing plans, analyzing end-to-end supply chain operations, troubleshooting issues, and working with supply chain information systems is desirable.
