Job Purpose
The Security Officer in Kinshasa, DR Congo, will support the Head of Security in managing WFP's day-to-day security operations. This role is crucial for ensuring the safety and security of WFP personnel, activities, and facilities, thereby enabling the effective delivery of vital food assistance programs. The incumbent will contribute to security planning, liaise with UN security bodies, ensure compliance with security standards (MOSS/MORSS), manage access control, and oversee security equipment. Additionally, the role involves supporting security budget management, maintaining liaison with HR on security staffing, collecting and reporting on local security developments, and providing security briefings and training to staff and partners. This position requires a proactive approach to risk management and a commitment to maintaining a secure environment for all WFP operations in the region.
Responsibilities
The Security Officer role at the World Food Programme (WFP) is crucial for ensuring the safety and security of WFP personnel, activities, and facilities, thereby enabling the effective delivery of vital food assistance programs. This position involves contributing to the development and implementation of security and safety contingency and continuity plans, including regular testing of emergency systems. The officer will liaise with the United Nations Department of Safety and Security (UNDSS) and other in-country security management bodies, attending meetings to keep WFP management and staff informed of security matters. A key responsibility is providing operational support to various WFP offices to ensure compliance with Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS). The role also encompasses managing all facility access control measures, supporting the security budget, and overseeing security equipment to ensure it meets established standards. Furthermore, the Security Officer will collaborate with Human Resources on security staffing matters, collect and report on local security developments, and provide essential security orientation briefings to new staff. They will also support training initiatives to enhance security capabilities and assist supervisors during emergencies, demonstrating a commitment to WFP's mission of saving lives and changing lives.
Work Experience
Requires at least three years of progressive professional experience in security management (military, police, or corporate) or security risk management, with a background in international humanitarian development. Experience in managing support staff is also necessary. Fluency in French and intermediate English are required.
