Programme Policy Officer - NOA - School Feeding

Organizational Context

This position is based within the World Food Programme (WFP) Country Office in Brazzaville, Republic of Congo, focusing on school feeding activities. WFP supports the government in developing and implementing school feeding programs to enhance educational access, student retention, and the food and nutrition security of school-aged children. These interventions also contribute to strengthening national systems and promoting sustainable school feeding approaches, including linkages with local production.

Job Purpose

The Programme Policy Officer - School Feeding will provide technical and operational support for the planning, implementation, and monitoring of school feeding activities, ensuring alignment with WFP standards and procedures. The role involves contributing to project management, including small to medium-scale activities, and ensuring adherence to WFP norms. Regular monitoring of activities, data collection on school attendance, meal distribution, and nutritional indicators is crucial for ensuring information quality and reliability. The officer will analyze operational and programmatic challenges to improve interventions and adapt approaches, such as sustainable school feeding and local production linkages. This includes preparing timely and accurate technical and operational reports for management and partners, liaising with internal WFP units and external partners like educational authorities, schools, and communities. The position also supports identifying and developing partnerships, strengthening the capacities of stakeholders, and providing support to personnel involved in school feeding activities.

Responsibilities

The Programme Policy Officer for School Feeding is responsible for providing technical and operational support to the planning, implementation, and monitoring of school feeding activities in the Republic of Congo, ensuring adherence to WFP standards and national priorities. This involves contributing to the development and management of school feeding projects, aligning them with WFP policies and national education and social protection objectives. A core duty is the regular monitoring of activities, encompassing data collection on school attendance, meal distribution, and nutritional indicators, to guarantee data quality and reliability. The officer will analyze operational and programmatic challenges to improve interventions and adapt approaches, such as fostering sustainable school feeding and local production linkages. The role also entails preparing accurate and timely technical and operational reports for management decision-making and informing partners and donors. Effective coordination is essential, requiring liaison with WFP internal teams and external partners, including educational authorities, schools, and communities. Additionally, the officer will support the identification and development of partnerships with governmental institutions, NGOs, and local communities to enhance program implementation and sustainability. Capacity building for stakeholders in school canteen management and best practices is another key responsibility, alongside providing support to staff and undertaking other tasks vital for the effective execution of school feeding initiatives.

Work Experience

A university degree (Bachelor's or equivalent) in a relevant field such as international development, project management, social sciences, education, nutrition, or agriculture is required. More than 3 years of relevant professional experience in development, food security, nutrition, education, or program management is desired. Experience supporting program implementation, particularly in school feeding or social intervention contexts, is a plus.
