Job Purpose
The Logistics Cluster Coordinator will lead and oversee the overall Palestine Logistics Cluster response, acting as the primary liaison for partners and stakeholders. This role is crucial for establishing and maintaining effective coordination systems, information platforms, and logistics services at national, corridor, and field levels, including in Gaza. The coordinator will provide strategic direction, ensuring alignment with identified priorities, common service approaches, and operational planning frameworks. Key responsibilities include ensuring coherence between Gaza field operations and corridor-level planning, addressing common logistics needs and gaps, and enabling the broader humanitarian response in line with the UN80 reform agenda. The position involves managing staff, resource mobilization, budget oversight, and monitoring and reporting on all Logistics Cluster activities.
Responsibilities
The Coordinator for the Palestine Logistics Cluster is responsible for overseeing the entire response, acting as the primary liaison for partners and stakeholders. This role ensures the establishment and maintenance of coordination systems, information platforms, and logistics services at national, corridor, and field levels, including in Gaza. The Coordinator provides strategic direction, aligning operations with identified priorities, a common service approach, and the agreed operational planning framework. They ensure coherence between Gaza field operations and corridor-level planning to address common logistics needs and gaps, enabling the broader humanitarian response and aligning with the UN80 reform agenda. Key responsibilities include leading all cluster activities, ensuring adequate operational setup in Gaza and along supply corridors, and providing strategic guidance to field teams. The role involves advising on resource mobilization, offering technical support in supply chain operations, and promoting adherence to humanitarian principles. Furthermore, the Coordinator manages staff, oversees budget and resource allocation, and is responsible for monitoring, tracking, and reporting on all activities. This includes collecting and analyzing logistics information, contributing to early warning capacity, and advocating for operational needs. They also lead coordination meetings, liaise with authorities and stakeholders, and support needs assessments, project planning, and capacity building for partners. The position requires ensuring the smooth running of logistics operations, including convoy coordination, transport, storage, and cargo tracking, while also managing preparedness plans and resource allocation to support the humanitarian community in Palestine.
Work Experience
Requires at least 10 years of experience in humanitarian operations, including budget management and M&E. At least 6 years of project/programme coordination and management, with 5 years in a supervisory role. Also needs 5 years of experience in emergency response or preparedness projects and 5 years in supply chain/logistics operations (transport, warehousing, freight forwarding). Essential knowledge). Strong coordination, communication, analytical, and problem-solving skills are required, with the ability to work under pressure in challenging environments.
