Job Purpose
The Business Transformation Officer, Head of TEC, provides strategic leadership and oversight for the WFP Egypt Country Office's technology function. This role is pivotal in driving the digital transformation agenda, ensuring that IT/TC systems, services, and infrastructure are robust, secure, and effectively aligned with evolving business and programme priorities. The incumbent will bridge operational needs with innovative technology solutions, enhancing service delivery, and ensuring compliance with WFP corporate standards and policies. Reporting to the Country Director, the Head of TEC will lead the planning, implementation, and optimization of IT solutions, strengthening business relationship management, business analysis, and IT project management practices. A key focus will be on supporting programme-critical systems, including Cash-Based Transfers, ensuring data integrity, security, and operational efficiency. The role also involves establishing strong IT governance, risk management, and compliance frameworks, while engaging external stakeholders to position WFP as a trusted digital partner, ultimately enabling the Country Office to achieve its humanitarian objectives through advanced technological capabilities.
Responsibilities
The World Food Programme (WFP) seeks a strategic leader to oversee its IT/TC systems and drive digital transformation in Egypt. This role involves ensuring robust, secure, and efficient IT services that align with operational priorities and WFP's corporate standards. Key responsibilities include providing strategic leadership for the Technology unit, acting as the principal advisor on digital transformation to senior management, and leading the execution of the Country Office's digital transformation roadmap. This encompasses system modernization, process digitization, and data-driven decision-making. The incumbent will establish and enforce IT governance, risk management, and compliance frameworks, ensuring adherence to WFP policies, cybersecurity standards, and data protection. They will oversee end-to-end IT service delivery, including infrastructure, applications, and user support, ensuring high availability and business continuity. A critical aspect is supporting and overseeing IT solutions for programme-critical systems like Cash-Based Transfers (CBT), ensuring data integrity and security. Strengthening engagement with government entities and partners to position WFP as a trusted digital partner is also essential. The role involves leading and motivating the IT team, fostering a high-performing, service-oriented environment, and managing IT projects and budgets to deliver solutions within agreed parameters. This position requires strong analytical, problem-solving, communication, and leadership skills to manage competing priorities and deliver results in a dynamic environment.
Work Experience
Requires a minimum of eight years of progressively responsible professional experience in information technology, digital transformation, business systems, or a related field. This includes experience managing IT projects, supervising teams, analyzing user requirements, overseeing IT operations and infrastructure, and leading teams with strategic direction. Experience in developing business cases, prioritizing initiatives, and delivering solutions within set parameters is also necessary.
