Organizational Context

The African Risk Capacity (ARC) is an AU Specialized Agency dedicated to climate and public health resilience in Africa. It collaborates with member states to enhance preparedness and response to extreme weather and health emergencies through capacity building, early warning, risk pooling, and risk transfer. ARC has provided significant insurance coverage and claims disbursement, protecting vulnerable populations.

Job Purpose

The Senior Advisor, Resource Mobilization and Strategic Engagement Consultant will serve as the principal strategic advisor to the Group Director General of the African Risk Capacity (ARC). This role is critical for strengthening ARC's institutional sustainability, expanding its donor relations, cultivating strategic partnerships, and enhancing its overall political engagement and institutional positioning. The consultant will lead efforts in resource mobilization, manage key strategic partnerships, and provide executive advisory support to the Director General. Responsibilities include strengthening engagement with ARC Member States, supporting advocacy initiatives, and overseeing strategic intelligence gathering and donor mapping to ensure increased financial sustainability, diversified funding sources, stronger partnerships, enhanced visibility, and greater Member State support for ARC's mission.

Responsibilities

The Senior Advisor, Resource Mobilization and Strategic Engagement Consultant will play a pivotal role in strengthening the African Risk Capacity (ARC) Agency's institutional sustainability and its mission of climate and disaster risk financing across Africa. This consultancy, managed by the World Food Programme (WFP), requires the advisor to serve as the principal strategic advisor to the Group Director General. Key responsibilities include leading resource mobilization efforts, managing and developing strategic partnerships, and providing executive advisory support. The role also involves strengthening engagement with ARC's 39 African Union member states, supporting advocacy initiatives, and enhancing the agency's overall institutional positioning. Furthermore, the advisor will oversee strategic intelligence gathering and donor mapping to identify opportunities and ensure increased financial sustainability and diversified funding sources. Expected outcomes include enhanced visibility for ARC, stronger partnerships with key stakeholders, and increased support from member states, ultimately contributing to ARC's effectiveness in building resilience against extreme weather events and public health emergencies on the continent. This position demands a deep understanding of climate finance, insurance, and international development, with a strong emphasis on relationship management and strategic communication.

Work Experience

Candidates need an advanced degree in relevant fields like finance, public policy, or international development. A minimum of 15 years of progressively responsible experience in fundraising, partnerships, donor relations, and strategic engagement is required. Demonstrated managerial competence, including experience in public affairs strategy, economic development, and Africa-related agricultural or insurance development, is essential. Specific experience in weather risk management, leading complex negotiations, and managing multicultural teams is also necessary.
