Organizational Context

WFP Tanzania operates a country office, sub-offices, and a liaison office to deliver integrated food assistance, nutrition, and resilience programs. The Kasulu Sub Office is crucial, managing a large refugee operation and implementing livelihoods and resilience activities in Kigoma Region, collaborating with various partners to ensure effective program delivery.

Job Purpose

The Head of Field Office in Kasulu is responsible for leading and coordinating the daily operations of the sub-office, ensuring the effective and timely implementation of WFP's diverse programs in Kigoma Region. This includes overseeing the efficient delivery of food assistance, nutrition services, and resilience-building activities, while maintaining strong operational oversight. The role requires managing resources, ensuring accountability, fostering a collaborative team environment, and resolving operational challenges promptly. Additionally, the position involves coordinating with local authorities, UN agencies, NGOs, and other partners, representing WFP at field-level forums, and contributing to the capacity development of cooperating partners to achieve program objectives.

Responsibilities

The Head of Field Office leads the day-to-day management of the Kasulu Sub Office, ensuring effective staff coordination and fostering a high-performing team. Key responsibilities include overseeing WFP operations for timely and efficient delivery of food and nutrition assistance, and promptly resolving operational challenges. The role coordinates both humanitarian and resilience interventions, specifically livelihood support for host communities by engaging smallholder farmers and AMCOS to strengthen market access. Resource management is critical, involving monitoring allocated resources, ensuring efficiency, accountability, and reporting variances. The position mandates strict adherence to WFP and UNDSS security policies, contributing to the safety of staff, assets, and operations, and maintaining communication with security stakeholders. Regular monitoring of field activities across refugee, nutrition, and livelihood programmes is essential, along with preparing accurate reports to support decision-making. Maintaining productive relationships with local authorities, UN agencies, NGOs, and private sector partners is vital for coordinated programme delivery. The Head of Office ensures consistent presence in refugee camps and project areas to monitor implementation quality, address issues, and ensure accountability to affected populations. Additionally, the role involves representing WFP at field-level coordination forums and supporting the capacity development of partners to enhance programme sustainability.

Work Experience

Experience required includes implementing integrated humanitarian and resilience programs, analyzing local political situations and risks, managing budgets, and participating in negotiations. Broader exposure across functional areas like policy and programs is also beneficial.
