Job Purpose
The Lead Business Analyst will play a crucial role in enhancing WFP's digital Identity Management (IDM) solutions for in-kind programme management. The analyst will conduct assessments, map business processes to identify gaps, and prioritize feature development for corporate solutions in collaboration with technical teams. A key responsibility is to ensure the IDM solutions meet corporate standards and field-level business needs, ultimately improving the assurance of food delivery and expense recognition for beneficiaries.
Responsibilities
The Lead Business Analyst will play a crucial role in enhancing the World Food Programme's (WFP) delivery assurance for food, cash, and voucher assistance. This involves supporting the development and implementation of digital Identity Management (IDM) solutions for in-kind program management. Key responsibilities include providing direct support to country operations to design business processes, establish assurance controls, and create standard operating procedures for IDM and delivery. This encompasses registration, verification, distribution to beneficiaries, assistance instrument management, and transfer reconciliation. The analyst will conduct country office assessments and business process mapping to identify current gaps and needs, prioritizing feature development for corporate solutions. They will gather, document, and prioritize business requirements through stakeholder engagement, collaborating with technical teams for development sprints. Ensuring excellent service provision, end-user satisfaction, and client satisfaction for country offices and assisted populations is paramount. The role also involves leading the development and scaling of global IDM & Delivery services, defining service deliverables, and establishing cost-recovery models. Furthermore, the analyst will provide advice on best practices, tools, and services to enhance assurance across all modalities, ensuring coherence with policies and operational workflows. They will also lead assessments of corporate capabilities and field practices, proposing improvements for corporate solutions, and developing guidance, SOPs, and assurance controls for both in-kind and cash operations. Coordination with various WFP divisions is essential to ensure corporate systems meet business needs. The analyst will guide the prioritization of new features and product roadmaps based on field needs and corporate standards, agree on deliverables through Service Agreements, and lead the delivery of IDM & Delivery services. They will also perform root-cause analysis of structural issues and propose innovative long-term approaches, potentially deploying on missions for field support and training.
Work Experience
Requires 5+ years of progressive experience in humanitarian or private sectors, specifically in setting up IDM delivery processes in diverse field contexts. Expertise in Agile development methodologies and collaboration with technical teams for field solutions is essential. A deep understanding of the IDM ecosystem, including SCOPE, PIT, and SRA, is also necessary. Proficiency in Microsoft Office, Tableau, AzureDevOps, database technologies, and product management tools is required.
