Job Purpose
The Head of Supply Chain will lead the Supply Chain unit in WFP Nepal, reporting to the Deputy Country Director. This role is crucial for strengthening the government's supply chain and logistics capacity, aligning with WFP Nepal's Country Strategic Plan. The incumbent will provide technical expertise, operational support, and strategic advice to enhance end-to-end supply chain operations, including procurement, transport, warehousing, inventory control, and distribution systems. Key responsibilities include developing and implementing supply chain strategies, managing logistics operations, ensuring emergency preparedness, coordinating with stakeholders, and building the capacity of WFP staff and partners. The ultimate goal is to improve the efficiency and effectiveness of government-led supply chain and emergency response mechanisms, ensuring humanitarian assistance reaches those in need.
Responsibilities
The World Food Programme (WFP) is seeking an International Consultant – Supply Chain Officer for its Nepal Country Office. This role is pivotal in supporting WFP Nepal's Country Strategic Plan, which focuses on transitioning from direct implementation to providing integrated technical assistance and capacity strengthening to government and other stakeholders. The primary responsibility is to lead the Supply Chain unit, reporting to the Deputy Country Director. The consultant will provide technical expertise, operational support, and strategic advice to enhance the supply chain and logistics capacity of the Nepalese government, particularly for social protection programs like Home Grown School Feeding and food fortification. Key duties include planning, implementing, monitoring, and optimizing end-to-end supply chain operations, encompassing procurement, transport, warehousing, inventory control, and distribution. The role involves assessing existing systems, designing strategies, managing risks, and ensuring compliance with WFP policies and international best practices. Additionally, the consultant will strengthen the capacities of WFP staff and partners through coaching and training, lead coordination with government ministries and partners, and support emergency preparedness and response logistics. The ultimate goal is to improve the efficiency and effectiveness of government-led supply chain and emergency response systems, ensuring sustainable management and enhanced capability.
Work Experience
Requires five years of post-graduate professional experience in capacity strengthening for supply chain and emergency preparedness/response. Must possess proven skills in corporate country capacity strengthening approaches and tools, including government and private sector partnerships. Also requires proven project management experience across the entire project cycle, including resource mobilization and development partner liaison.
