Job Purpose
The Monitoring and Evaluation Associate plays a crucial role in enhancing the efficiency and effectiveness of WFP's programs, ensuring accountability and informed decision-making. This position is central to strengthening evidence-based program design, management, and evaluation within the country office. The primary purpose is to coordinate and execute data collection activities, contributing significantly to the analysis, interpretation, and reporting of program implementation and results. The Associate supports evaluations and ensures that monitoring data is meticulously prepared for further analysis and disseminated through appropriate channels. This informs operational decisions and strategic reorientation, allowing WFP to demonstrate performance and results to donors and stakeholders. The role ensures adherence to corporate M&E standards, integrates cross-cutting themes like gender and protection, and maintains data quality, ultimately optimizing humanitarian assistance.
Responsibilities
The role involves comprehensive management and supervision of field monitoring teams, providing constructive feedback to foster a high-performing unit. Key responsibilities include supporting budget preparation and tracking for monitoring and evaluation (M&E) activities, and furnishing timely information to country offices for planning and budgeting. A significant aspect is capacity building for WFP, partners, and government entities in M&E through learning opportunities and information exchange. The position also supports M&E staff recruitment and provides guidance. Suggestions for improving monitoring processes based on contextual knowledge and community needs are expected. The role requires strict adherence to corporate M&E standards, including SOPs and data protection policies, while collaborating closely with program units to monitor intervention execution and outcomes. Building and maintaining strong partnerships with beneficiary communities, cooperating partners, and subcontracted monitoring partners is crucial. The role also mandates the integration of cross-cutting issues such as gender, equity, disability, protection, and human rights into all M&E work. Data collection encompasses monitoring product and process data, including distributions, activity implementation, and post-distribution activities, using standardized questionnaires and global guidelines. Qualitative monitoring methodologies and remote monitoring support are also part of the duties. Ensuring program execution aligns with Field Level Agreements (FLAs) and institutional standards, maintaining records of monitoring visits, and adhering to ethical guidelines are paramount. The role includes data analysis, reporting, and ensuring data quality, as well as supporting the Community Feedback Mechanism (CFM) by tracking responses and recommendations.
Work Experience
Requires a minimum of six years of experience in both quantitative and qualitative analysis, along with the ability to communicate findings effectively communicate findings.
