Organizational Context
The World Food Programme (WFP) is the UN's frontline agency against hunger, reaching over 150 million people annually. In Rwanda, WFP collaborates with the government and diverse stakeholders to enhance food security, nutrition, and resilience. This role is crucial for supporting WFP Rwanda's strategic positioning and resource mobilization efforts.
Job Purpose
The Partnerships Officer will play a key role in strengthening WFP Rwanda's strategic positioning and resource mobilization. This involves developing, managing, and expanding partnerships with government entities, donors, IFIs, UN agencies, NGOs, and the private sector. The officer will contribute to resource mobilization, policy support, and technical collaboration aligned with national priorities and WFP's Country Strategic Plan. Key responsibilities include supporting partnership portfolio development, donor engagement, government relations, and strategic communications. The role requires translating programme activities into compelling value propositions, contributing to high-quality proposals and reports, and ensuring coherent partner engagement across all units to advance the Zero Hunger goal.
Responsibilities
The Partnerships Officer plays a crucial role in supporting WFP Rwanda's strategic positioning and resource mobilization efforts. This involves developing and managing partnerships with a diverse range of stakeholders, including priority donors, government institutions, UN agencies, NGOs, and the private sector. A key responsibility is contributing to the implementation of the Partnerships and Resourcing Strategy, tailoring engagement strategies to align with Rwanda's policy agenda, such as social protection and food systems. The role requires translating WFP's program activities into compelling value propositions for various audiences.
Furthermore, the officer supports donor engagement by identifying funding opportunities and contributing to the preparation of high-quality proposals and reports. They are responsible for maintaining accurate partner intelligence and pipeline tracking. Engagement with the Rwandan government is vital, requiring analytical support to strengthen WFP's positioning and ensure alignment with national strategies. Strategic communications and visibility are also key, involving the development of clear messaging and ensuring partner visibility requirements are met. The role necessitates strong coordination with internal units and external partners, facilitating joint initiatives. Finally, the officer contributes to analyzing partner trends, informing strategic decisions, developing innovative partnership approaches, and monitoring partnership and funding risks, including preparedness for emergency contexts.
Work Experience
Requires a minimum of three years of relevant professional experience in areas such as partnerships, programme management, policy engagement, communications, business development, or strategy. Demonstrated experience in engaging diverse stakeholders, including government, development partners, private sector, academia, and civil society, is essential. Experience in UN or humanitarian settings is beneficial but not mandatory.
