Job Purpose
The Head of Monitoring, Learning and Evaluation (MLE) Unit serves as a key member of the Country Leadership Team, driving WFP Yemen's evolution into a robust learning organization. This role is pivotal in leading comprehensive monitoring, analysis, and evaluation activities to significantly enhance programme planning and delivery. The primary purpose is to ensure that learning is deeply embedded in WFP Yemen's operational framework, enabling continuous adaptation to evolving realities and operational constraints. The incumbent will oversee the generation of high-quality evidence, which is critical for improving the design of future programmes, identifying and promoting best practices, and informing policy advocacy among partners. Furthermore, this position is responsible for upholding accountability to both the communities served and WFP's partners, ensuring transparency, efficiency, and effectiveness across all interventions. The role also involves fostering a culture of continuous improvement by capturing and disseminating lessons learned to inform scaling up, replication, and strategic policy development, ultimately contributing to WFP's mission of achieving Zero Hunger.
Responsibilities
The Head of Monitoring, Learning and Evaluation (MLE) Unit in Yemen is responsible for leading the MLE unit to foster a learning organization within the WFP Yemen Country Office. This involves overseeing monitoring, analysis, and evaluation activities to enhance planning and delivery, ensuring learning is integral to operations. Key duties include contributing to the Interim CSP 2026-2029, developing an integrated MLE workplan, and building a high-performing team through effective people management, recruitment, and development. The role requires providing leadership for the MLE unit's operational implementation, evidence generation strategy, and budget management. It also involves ensuring the use of a prioritized M&E plan, integrating M&E into partner agreements, building partner capacities, and establishing feedback mechanisms. The Head of MLE will establish quality assurance for MLE processes, revise MLE guidelines and SOPs, and lead assessments to improve monitoring modalities and tools. They will also enhance monitoring reports and dashboards for better utility and ensure quality management of Accountability to Affected Populations (AAP) tools. Furthermore, the role includes defining a capacity development plan, establishing feedback mechanisms for evidence utilization, and supporting the development of learning agendas to inform scaling up, replication, policy, and advocacy efforts. The position requires collaboration with internal and external stakeholders to improve intervention quality, inform future project design, and contribute to efficiency, effectiveness, accountability, and transparency.
Work Experience
Requires at least eight years of progressive, international professional experience in Monitoring, Evaluation, and Learning (MEL). Expertise needed in establishing complex MEL systems, capacity development, and creating results-based data systems. Experience managing teams, stakeholder engagement, and applying mixed-methods research is also essential.
