The World Food Programme (WFP) is the largest humanitarian organization, providing vital food assistance globally. In Algeria, WFP supports Sahrawi Refugees with in-kind aid, school meals, nutrition, and livelihood projects. The Research, Assessment and Monitoring (RAM) unit is critical for generating timely, reliable evidence to inform programme design, targeting, implementation, and reporting across all WFP interventions.
Job Purpose
The Programme Policy Officer (M&E/VAM) will play a pivotal role in strengthening WFP's programme effectiveness and accountability for Sahrawi Refugees in Algeria. This position is responsible for leading and contributing to robust monitoring, review, and evaluation activities, as well as comprehensive vulnerability analysis and mapping (VAM). The officer will develop and implement systems and tools for assessing food assistance needs, conducting food security analysis, and preparing timely reports to inform strategic decision-making. A key objective is to generate timely, reliable, and actionable evidence that guides programme design, targeting, implementation, and reporting across all WFP interventions. The role also involves ensuring compliance with corporate monitoring standards, budgeting for M&E, and building the capacity of WFP staff and partners in M&E and vulnerability analysis. Furthermore, the officer will support the integration of cross-cutting issues like protection and gender, and facilitate the dissemination of monitoring data to management and partners, ultimately contributing to improved humanitarian outcomes.
Responsibilities
The Programme Policy Officer (M&E/VAM) is responsible for contributing to the development and implementation of both Vulnerability Analysis and Mapping (VAM) and Monitoring and Evaluation (M&E) activities. For VAM, this involves developing projects, systems, and tools for assessing food assistance needs, conducting food security and vulnerability analysis, and preparing timely reports to inform country strategies. The role requires coordinating data gathering, liaising with implementing partners to monitor projects, and building capacity for vulnerability analysis among WFP staff and partners. A key aspect is ensuring the implementation of evidence-based targeting approaches across activities.
In M&E, the officer provides inputs for developing comprehensive M&E plans aligned with WFP requirements and contributes to evidence-based decision-making by making findings accessible. Responsibilities include budgeting for M&E, supporting the operationalization of regional strategies, and ensuring follow-up on recommendations from reviews and evaluations. The role also involves building M&E capacity for staff and partners, managing junior staff, and integrating cross-cutting issues like protection and gender. Specific monitoring duties include supporting the development of a Theory of Change, ensuring compliance with corporate monitoring standards, disseminating distribution data, establishing Third Party Monitoring, and leading the implementation of Minimum Monitoring Requirements. The officer also supports various reviews and evaluations and may act in emergency response.
Work Experience
Requires a minimum of three years of professional experience in food security analysis, monitoring, or evaluation. Must possess strong proficiency in quantitative and qualitative analytical tools and methods for food security analysis and monitoring. Practical expertise in food security analysis and mapping, gained through participation in multiple country assessments including design, data collection, and analysis, is also necessary.
