Job Purpose
The Roster M&E Officer (Consultant) will support WFP Guinea's Country Strategic Plan by conducting high-quality project evaluations, mid-term reviews, and baseline studies. This role is crucial for enhancing accountability, fostering institutional learning, and enabling evidence-based decision-making across WFP's interventions in food security, nutrition, school feeding, resilience, and humanitarian assistance. The consultant will develop methodologies, design data collection tools, lead data collection and analysis, and produce clear, actionable reports and presentations for stakeholders. This position requires strong analytical skills, expertise in quantitative and qualitative evaluation methods, and experience with digital data collection tools, contributing directly to the effectiveness and impact of WFP's programs in Guinea.
Responsibilities
The World Food Programme (WFP) is seeking qualified national consultants to join a roster for Monitoring and Evaluation (M&E) assignments. These consultants will support WFP Guinea in conducting final project evaluations, mid-term reviews, and baseline studies. The primary goal is to enhance accountability, institutional learning, and evidence-based decision-making. Responsibilities include developing methodological approaches and data collection tools, conducting data collection through surveys and interviews, ensuring data quality, and performing quantitative and qualitative data analysis. Consultants will evaluate projects against OECD/DAC criteria (relevance, effectiveness, efficiency, impact, sustainability) and integrate cross-cutting dimensions such as gender, protection, inclusion, and accountability to affected populations (AAP). They will also be responsible for drafting clear, standard-compliant reports and presenting findings to stakeholders, including WFP, the government, and technical and financial partners. The role requires a Master's degree in a relevant field, at least five years of M&E experience, preferably in West Africa or Guinea, and proficiency in digital data collection tools and analytical software. Excellent French writing skills are essential, with local language proficiency being a strong asset.
Work Experience
Requires at least 5 years of experience in monitoring and evaluation (M&E). Experience in similar West African contexts, ideally Guinea, is preferred. Must have experience conducting baseline studies, final evaluations, and project reviews. Experience with UN agencies, international NGOs, or public institutions is highly desirable. Proficiency in quantitative and qualitative evaluation methods, digital data collection tools (Kobo, ODK, SurveyCTO), and analytical skills (Excel, SPSS, STATA, Power BI) is essential. Excellent writing skills and the ability to work in rural or challenging environments are also required.
