Job Purpose
The Logistics Officer will be responsible for the day-to-day planning and coordination of WFP's logistics operations in Port-au-Prince, Haiti. This role involves overseeing services provided by external contractors to ensure cost-effectiveness and the achievement of operational objectives. The officer will contribute to developing logistics plans and processes, supporting operational projects, and analyzing data to recommend improvements. Key responsibilities include financial analysis, budget reviews, pipeline planning, and managing supply chain aspects such as procurement, transport, and port operations. The position also entails supporting country office units, mentoring junior staff, preparing accurate reports, and contributing to capacity building for WFP staff and partners. The role requires active participation in emergency response and continuous process improvement to enhance daily operations.
Responsibilities
The Logistics Officer is responsible for contributing to the planning and daily coordination of WFP's logistics operations. This includes developing logistical plans and processes in adherence to global policies and WFP standards, and supporting or managing logistics projects to ensure the effective delivery of food assistance. A key aspect of the role involves collecting and analyzing data to recommend improvements in local logistics performance to senior staff. Financial analysis and budget reviews are also crucial, with a focus on optimizing fund utilization. The officer will contribute to operational pipeline planning and manage supply chain aspects such as procurement, shipping, port operations, customs clearance, and transportation contracts. They will provide technical support and guidance to country offices and divisions, especially during emergencies, and mentor junior staff. Reporting accurately on key performance indicators is essential for informed decision-making. The role also involves capacity building for WFP staff and partners, fostering productive working relationships, and applying emergency preparedness practices. Continuous review of internal processes to enhance efficiency and participation in emergency responses are also expected. The officer may also be assigned other duties as required.
Work Experience
The role requires at least three years of relevant professional experience in logistics and supply chain management, with a minimum of two years focused on merchandise management. Experience in commercial or humanitarian transport sectors, tracking market trends, shipment management, customs clearance, and coordinating procurement and transport processes is essential. Warehouse and merchandise management experience, along with proficiency in enterprise systems, is also required.
