Job Purpose

The Programme Associate (M&E-VAM) will support the development and implementation of monitoring, review, and evaluation plans aligned with WFP's institutional standards. This role is crucial for generating high-quality evidence on beneficiary lives, informing policies, strategies, and program design. Key responsibilities include coordinating monitoring activities, managing decentralized evaluations, supporting thematic reviews, and strengthening WFP's position as a reliable partner for governments in monitoring and evaluation strategies. The associate will contribute to evidence-based decision-making by making monitoring results accessible and developing innovative analytical products, while also supporting capacity building for staff and partners in M&E and vulnerability analysis.

Responsibilities

The primary responsibilities involve contributing to the development of monitoring, review, and evaluation plans to achieve expected results, aligning with the Country Strategic Plan and WFP's evaluation and monitoring requirements. This includes budgeting for monitoring and evaluation (M&E) costs and advocating for adequate funding and human resources. The role supports evidence-based decision-making in program design and implementation by making monitoring, analysis, and evaluation findings accessible and developing informative products. It also entails supporting the WFP office in addressing recommendations from monitoring, reviews, and evaluations to ensure necessary follow-up actions are taken. Capacity building for M&E among sub-office staff and partners through training and information sharing is crucial. The position involves mentoring and coaching sub-office staff, acting as a reference point for data analysis and processing to optimize performance. Furthermore, it requires supporting the supervisor to ensure the country office's M&E systems and tools comply with organizational standards, including field monitoring requirements and updated Standard Operating Procedures (SOPs). Regular monitoring reports for audits on progress and implementation are to be drafted and archived, with contributions to data analysis. Assistance is provided for coordinating data collection and analysis systems, ensuring rigorous quality standards. Support is also given to food security and vulnerability analysis, timely reporting on food security assessment needs, and strengthening the capacity of staff, partners, and government to conduct vulnerability analyses for effective preparedness and response activities. Market data collection and market assessments are to be ensured or supported to refine WFP responses. The role may involve emergency response functions for food security needs and accompanying partner assessment missions. Other tasks as needed are also part of the responsibilities.

Work Experience

Requires at least six years of relevant professional experience, with increasing responsibility, particularly in monitoring and evaluation activities. Experience with various quantitative and qualitative analysis tools and methods is also necessary.
