Job Purpose
The Programme Policy Officer (Protection and Risk Management) will play a crucial role in strengthening and supporting the Protection and Risk Management functions within WFP Pakistan. This position involves enhancing the protection portfolio, ensuring effective interagency coordination, and integrating WFP's Complaint Feedback Mechanism (CFM) with government and partner systems. The role also supports the Head of Corporate Risk Management by documenting and tracking risks identified from emergency responses and internal reporting. Key responsibilities include providing strategic and technical guidance on corporate protection and accountability policies, contributing to research and analysis for people-centered programming, and supporting capacity development initiatives. The officer will represent WFP in interagency forums, collaborate with partners to improve protection systems, and contribute to preparedness actions for emergencies. Additionally, the role involves embedding risk management across WFP operations, monitoring risk indicators, and preparing training programs to enhance understanding of risk management and compliance.
Responsibilities
The incumbent will provide strategic and technical support for the implementation of corporate protection and accountability policies and procedures, integrating them into WFP operations. This involves developing discussion papers, concept notes for research, and contributing to analysis and reporting to improve people-centered programming and advocacy. Capacity development through resource material creation and knowledge transfer on protection and accountability elements is also a key responsibility. The role includes advising on practical documents like standard operating procedures and checklists, and representing WFP in interagency technical groups. Furthermore, the position will advance the review of partner protection and accountability initiatives, preparing resource materials for integration and collaborating with partners. Preparedness actions, including contingency planning for scaling up protection and accountability mechanisms during emergencies, are crucial. Cross-functional support to the Risk Management Unit involves embedding risk management in planning and decision-making, monitoring risk metrics, updating risk registers, and contributing to training programs on risk management and compliance. The role also contributes to management accountability by preparing reports on internal control compliance and using risk information to identify areas of vulnerability and propose actions. Maintaining the centralized governance space, updating SOPs, and overseeing the Committees Compendium are also required. Additional duties may include serving as a focal point for Business Continuity Management and Organizational Conflicts of Interest.
Work Experience
Requires a minimum of three years of post-graduation professional experience in community engagement, protection, gender, and/or accountability to affected populations. Some experience in Risk Management is also needed.
