Job Purpose
The Programme Policy Officer (CBT & Livelihood) will support policy and programme activities to effectively meet food assistance needs, with a focus on cash-based transfers (CBT) and livelihood initiatives. This role involves contributing to project development, providing project management support for straightforward programmes, and ensuring adherence to WFP standards. The incumbent will conduct research and analysis on policy and operational issues, support senior colleagues in policy development, and contribute to accurate reporting. Key responsibilities include liaising with internal and external counterparts, supporting partnership development, and contributing to capacity building for staff and partners. The position also entails providing technical oversight for food and cash-based assistance, coordinating interventions in emergency and recovery contexts, and supporting the design of resilience-building projects. This role is crucial for the operationalization and effective delivery of WFP's assistance programmes in Pakistan.
Responsibilities
The role involves contributing to project development, ensuring alignment with program policies and guidance. Key responsibilities include providing project management support for small to moderate-sized, straightforward programs and projects, maintaining coordination with wider initiatives and adhering to WFP standards. The incumbent will follow data gathering and monitoring systems to ensure quality, and research/analyze policy and operational issues to aid senior colleagues in policy and program development. Accurate and timely reporting on programs and activities is crucial for informed decision-making. Collaboration with internal counterparts is essential for effective project monitoring. The role also supports identifying, developing, and managing partnerships for improved food assistance packages. Capacity building of WFP staff, partners, and national governments for food assistance needs is another significant responsibility, including project management support for learning initiatives. Additionally, the position requires providing guidance to support staff, acting as a referral point, and assisting with analysis and queries. The role also entails supporting the technical overview and operationalization of food and cash-based assistance, coordinating interventions in emergency and recovery contexts, and assisting in the design of resilience-building projects. Project management and coordination nationwide, utilizing project management tools, and reporting progress are also key. Coordination with Provincial Offices and other units, providing technical support on livelihoods-based recovery activities, and supporting resource pipeline coordination and operational planning are vital. Facilitating situation updates, project progress, and distribution tracking, along with providing inputs for concept notes and proposals, are also expected. Coordination with financial service providers and WFP Finance for efficient cash delivery and issue resolution, processing beneficiary payments, and facilitating Field Level Agreements are further responsibilities. The role may also include other assigned tasks by the supervisor.
Work Experience
Requires a minimum of one year of post-graduation professional/managerial experience in the development sector. This experience should specifically relate to Emergencies and Livelihood, with a focus on Cash Based Transfer (CBT).
