Job Purpose
The Programme Policy Officer (Emergency & Livelihood) will support policy and programme activities to effectively meet food assistance needs within WFP's Country Office or Provincial Office in Pakistan. Reporting to a senior officer, this role involves managing junior staff and contributing to complex analytical work to achieve programme objectives. The incumbent will play a key role in developing and managing diverse projects, ensuring alignment with WFP policies and guidance. Responsibilities include project management, coordinating data gathering and monitoring systems, researching policy and operational issues, and preparing timely reports. Responsibilities
The role involves contributing to the development of diverse projects, plans, and processes, ensuring alignment with organizational policies. A key responsibility is providing project management support for complex programs, adhering to WFP standards. This includes developing and coordinating data gathering and monitoring systems with a focus on quality assurance. The incumbent will research and analyze policy and operational issues to inform program development and contribute to accurate, timely reporting for informed decision-making. Collaboration with internal and external counterparts is essential for monitoring projects and mitigating risks. The role also supports partnership development for enhanced food assistance packages and capacity building of staff, partners, and governments in food assistance needs. Furthermore, the position requires guiding and supervising junior staff, acting as a point of referral for analysis and queries. Specific duties include overseeing the operationalization of food and cash-based assistance nationally, coordinating interventions in emergency and recovery contexts, and managing nationwide projects using project management tools. This involves liaising with provincial offices and functional units, leading recovery activities, ensuring resource pipeline coordination, and drafting various project-related documents, including concept notes and donor proposals. Representation in external forums and ensuring compliance with corporate requirements are also expected. The role provides technical advisory services on programs and interventions.
Work Experience
Candidates need a minimum of 3 years of post-graduate professional/managerial experience in the development sector, specifically in Emergencies and Livelihood. This includes excellent knowledge of project management tools and deep technical experience in livelihoods, recovery, and Food For Asset Creation at an officer-level. Multiple years of experience in both field and country offices are required, along with technical knowledge of cash-based transfers and food distributions at a manager level. Strong coordination, supervision, conflict resolution, and liaising skills are essential.
