Job Purpose
The Logistics Officer (Field Office Head of Logistics) will lead and manage all logistics activities within a designated Field Office in South Sudan, ensuring the efficient and effective delivery of food assistance and other essential supplies. This role is critical in supporting WFP's operations in a complex and challenging humanitarian context, characterized by conflict, climate shocks, and a large influx of refugees. The incumbent will oversee warehousing, transport, commodity accounting, and Cash-Based Transfer (CBT) operations, ensuring adherence to WFP standards and procedures. Key responsibilities include leading and developing the logistics team, managing prepositioning exercises, monitoring supply chain risks, and collaborating with internal and external stakeholders to optimize operations and ensure timely distribution of assistance to vulnerable populations.
Responsibilities
The Head of Logistics, reporting to the Head of Field Office and functionally to the Country Office Head of Logistics, is responsible for leading the Field Office Logistics Hub. This includes managing prepositioning exercises, ensuring effective support for Cash-Based Transfers (CBT) and On Demand Services (ODS), and supervising the logistics team. Key duties involve leading, managing, and developing the team through coaching and capacity building to ensure high performance. The role ensures timely dispatch against plans and successful prepositioning, overseeing the supply chain processes for dispatch, delivery, and tracking of food commodities for various activities like General Food Distribution and Nutrition support. This includes monitoring risks affecting deliveries and proposing solutions, potentially adjusting transport modalities and corridors. Collaboration with other Field Office Logistics Officers for strategic and operational support is crucial. For the Renk Field Office, specific responsibilities include managing the Sudan crisis response food commodities, coordinating cross-border movements, and leading local sorghum purchase projects, including cleaning and re-bagging. For both roles, operational excellence in logistics, including planning, warehousing, transport, commodity accounting, and assurance measures, is paramount. Regular meetings to discuss pipeline forecasts and stock levels are required. The role also involves increasing On Demand Services, managing relationships with partners, and defining/delivering logistics projects such as road rehabilitation and warehouse upgrades. Coordination with the Country Office Logistics and other functional units, gathering market intelligence, managing retail/wholesale relationships, and identifying/mitigating risks affecting CBT delivery are also key responsibilities. Cost-benefit analyses of different delivery models and cultivating professional relations with local authorities and external stakeholders are expected. The position requires providing strategic inputs for reports and conducting field visits.
Work Experience
The role requires proven experience in building effective relationships with government, access stakeholders, the private sector, and humanitarian/development partners. This includes managing complex operations, strategic planning, and food supply chain management, particularly in challenging environments or emergency operations. Experience with cash-based transfer (CBT) operations, multimodal transport, market analysis, and warehouse management is also essential. The ability to supervise staff and build their capacity is required.
