Job Purpose
The Programme Policy Officer will be instrumental in driving performance across WFP South Sudan's Emergency Unit, a significant programmatic portfolio. This role involves managing the entire programme cycle, from design to delivery, ensuring alignment with corporate policies and strategic objectives. The officer will coordinate data gathering, monitoring systems, and reporting to provide reliable information for grants management and informed decision-making. Key responsibilities include contributing to the development of emergency programming, providing project management support, analyzing policy and operational issues, and fostering collaboration with internal and external stakeholders. The position also supports partnership development, capacity building for staff and partners, and guides junior staff, ultimately contributing to effective food assistance and crisis response in South Sudan.
Responsibilities
The Programme Policy Officer role within WFP's Emergency Unit in South Sudan is pivotal in reshaping food assistance operations. This position involves managing the entire program cycle for crisis response activities, aligning with the Country Strategic Plan. Key responsibilities include developing and coordinating data gathering and monitoring systems to ensure reliable information for grants management and informed decision-making. The officer will draft accurate reports and prepare documents interpreting data. They will contribute to emergency programming development, ensuring adherence to corporate policies and guidance. Project management support for emergency programs is crucial, requiring coordination with internal and external stakeholders. Analyzing policy and operational issues to inform country-level strategies is also a core duty. Furthermore, the role involves coordinating with counterparts to ensure effective collaboration, monitoring projects, and identifying potential risks. Supporting the development of partnerships for improved food assistance packages and contributing to capacity building for WFP staff, partners, and national governments are essential. The officer will also guide junior staff and undertake other assigned tasks to support the Emergency Unit's objectives in addressing hunger, conflict, and climate shocks.
Work Experience
A Master's degree holder requires four years of professional experience in emergency assistance design, coordination, or management at the country or field level, preferably with a UN organization or NGO. A Bachelor's degree holder needs at least six years of similar experience. Expertise in at least three areas such as grants management, relief to resilience programming, food insecurity analysis, refugee/IDP programming, cash-based modalities, early recovery, or monitoring & evaluation is also required.
