Job Purpose
The Programme Assistant (Identity Management) will perform specialized and standardized policy and programme-related activities to support the effective delivery of assistance packages. This role is crucial for managing all data activities related to beneficiary identity management (IDM), including registration, enrolment, verification, and reconciliation in SCOPE, ensuring high data quality and compliance. The assistant will coordinate with Programme Officers on data tasks, train focal staff on data collection and quality, and implement data quality assurance mechanisms. They will also analyze data, prepare reports and dashboards, and assist in designing innovative projects promoting financial inclusion and digital payments, contributing to the efficient and accurate distribution of aid.
Responsibilities
The Programme Assistant (Identity Management) plays a crucial role in supporting programmatic needs by managing all data activities related to beneficiary identity management (IDM). This involves comprehensive oversight of beneficiary registration, enrolment, verification, approval, and reconciliation processes within the SCOPE system, ensuring high data quality, adherence to segregation of duties, and compliance with corporate standards. A key responsibility is coordinating with Programme Officers (POs) on data-related tasks to facilitate timely cash disbursements to eligible beneficiaries. This includes training focal staff on data collection and quality, and actively addressing data inconsistencies and anomalies. The role also entails establishing mechanisms for data quality assurance, identifying and resolving data issues throughout the program cycle, and performing cross-checks on submitted data to flag and clean overlaps or duplications. Furthermore, the assistant is responsible for maintaining and updating project databases, including village, activity, and participant profiles, comparing planned versus achieved targets. They also manage records of excluded beneficiaries and conduct data analysis to generate reports, dashboards, and infographics for various stakeholders. Field visits are undertaken to support focal points, and assistance is provided in designing financial inclusion projects and preparing project documentation such as concept notes and proposals and strategies. The role may also involve other assigned tasks by the supervisor.
Work Experience
Requires a minimum of 5 years of experience in programme-related activities. Of this, at least 3 years must be in database management and monitoring of humanitarian or development projects.
