Job Purpose
The Consultant National (e) – Suivi-Évaluation du plan d’actions de la Feuille de Route du Système Alimentaire de la Mauritanie will play a crucial role in strengthening national capacities for sustainable food system transformation in Mauritania. This position is integral to the "Accelerating Food Systems Transformation through a Scalable Success Model" project, funded by the European Union. The consultant will be responsible for developing a multisectoral food system indicator framework and establishing a national monitoring and evaluation system, including a decision-support dashboard. This will involve analyzing existing policies, identifying key indicators, defining data collection mechanisms, and proposing institutional arrangements for data management and sharing. The ultimate goal is to enhance the planning, coordination, and steering of food system transformation by providing evidence-based tools for strategic decision-making to national institutions and stakeholders.
Responsibilities
The World Food Programme (WFP) is seeking a National Consultant for Monitoring and Evaluation of the Mauritania Food System Roadmap Action Plan. This role involves defining a multisectoral food system indicator framework and establishing a national monitoring and evaluation system, including a dashboard. The consultant will analyze existing strategic documents, identify relevant indicators across various sectors like agriculture, livestock, fisheries, nutrition, climate, environment, and trade, and ensure their validation by stakeholders. Responsibilities include defining data sources, collection frequencies, and responsible institutions for each indicator. The consultant will also support the development of a harmonized national monitoring and evaluation framework, propose data collection and analysis mechanisms, and contribute to an inventory of existing indicators. Additionally, they will assist in organizing national training sessions on food system monitoring and evaluation methods, develop an inter-institutional data sharing protocol, and design a functional monitoring dashboard for decision-making support. The consultant will work under the supervision of the Multisectoral Technical Committee and in close coordination with national institutions and technical partners, aiming to strengthen planning, coordination, and steering of food system transformation in Mauritania.
Work Experience
Requires a Master's degree or equivalent in statistics, monitoring and evaluation, economics, information systems, or a related field. Must have at least five years of relevant professional experience in designing and implementing multisectoral monitoring and evaluation frameworks. Proven experience in information systems, dashboard design, and reporting tools is essential. Familiarity with food systems, public policies, and multisectoral coordination mechanisms is needed. Experience working with public institutions and technical/financial partners in Africa is advantageous.
