Responsibilities
The Programme Policy Officer (Climate Solutions and Resilience) will lead climate and environment-related activities for the World Food Programme (WFP) in Djibouti. Key responsibilities include assessing needs, designing climate adaptation projects, and drafting funding proposals for bilateral and multilateral sources like the Adaptation Fund. This involves extensive stakeholder and community consultations to gather information on vulnerabilities, capacities, and specific needs related to climate change adaptation, ensuring gender and environmental safeguards are considered. The role also entails overseeing the development of project annexes, responding to donor feedback, and coordinating project implementation. A significant part of the assignment involves building the capacity of the National Meteorological Services for drought early warnings and seasonal forecasts, and liaising with government partners to scale up anticipatory actions. The officer will coordinate with other relevant organizations and projects to integrate Forecast-based Financing (FbF) into national frameworks, conduct workshops, and support the development of Standard Operating Procedures (SOPs) for FbF. Regular monitoring of early warning triggers and support for pre-shock actions are crucial. The role also includes reporting, communications, knowledge sharing, and ensuring effective collaboration with WFP's country office teams to enhance the visibility and operationalization of Anticipatory Action (AA).
Work Experience
Requires at least three years of related experience in food security, climate change adaptation, disaster risk reduction, or similar fields. Experience in humanitarian aid or development project design/implementation is also needed, along with proven ability to draft or implement projects for specific climate funds like the Green Climate Fund or Adaptation Fund.
