Job Purpose
The Consultant (CST II) - Partnerships Officer will play a crucial role in enhancing WFP Kenya's resource mobilization and strategic partnerships, particularly with International Financial Institutions (IFIs) and national governments. This position is integral to WFP's corporate initiative to diversify funding sources and strengthen its position within the development sphere, aligning with the 'Changing Lives' agenda. The incumbent will lead engagement with IFIs, development financing institutions, and emerging donors, co-develop and implement a Resource Mobilization Strategy, and explore innovative financing opportunities. Key responsibilities include identifying new partners, managing partnership pipelines, developing coordinated outreach plans, and supporting advocacy efforts to position WFP as a partner of choice for achieving Zero Hunger and related development priorities.
Responsibilities
The primary responsibilities involve leading and co-leading resource mobilization efforts and strategic partnership development. This includes engaging with a diverse range of partners such as international financial institutions, development financing institutions, government donors (both traditional and emerging), and regional organizations. A key task is to develop and implement a Resource Mobilization Strategy aligned with the organization's Country Strategic Plan. This also entails exploring innovative financing mechanisms, including climate finance, in collaboration with global headquarters. Strengthening UN inter-agency engagement for joint partnerships and resource mobilization is crucial. The role requires proactively scanning the development landscape to identify new partners, including private foundations and thematic funding opportunities. Strategic partnership development involves coordinating work plans, managing partnership pipelines, forecasting resource opportunities, and maintaining up-to-date donor intelligence. It also includes guiding functional units on partnership strategies, contribution management, and proposal/report writing, while serving as a liaison between technical teams and leadership. Furthermore, building and maintaining strategic partnerships through systematic communication, managing the organization's brand, and developing key updates and briefings for external partners are essential components of the role. Deliverables include submitted proposals, advocacy materials, resource mobilization products, supported events, and regular meetings with counterparts to mobilize resources and enhance visibility.
Work Experience
Requires at least seven years of postgraduate professional experience in international humanitarian development. Prior experience with UN system organizations, the humanitarian sector, or in developing countries is desirable. Significant experience is needed in identifying new opportunities, developing proposals, managing resource mobilization, negotiating contracts, and analyzing partner intelligence to create engagement strategies.
