Job Purpose
The Construction Engineer and Site Manager will be responsible for the design, supervision of construction/rehabilitation works, and overall management of WFP sites in the Grand Sud region of Haiti. Responsibilities
The Construction Engineer and Site Manager will be responsible for the technical evaluation of infrastructure projects, including conducting field assessments and developing engineering plans, technical specifications, and estimated bills of quantities using AutoCAD. This role involves daily supervision and quality control of construction and rehabilitation works executed by contractors, ensuring adherence to health, safety, and environmental standards. The manager will oversee project planning, track progress, and manage site operations. A key responsibility is people management, including supervising and guiding a technical team comprising a TEC Assistant, Site Manager Assistant, and Helper. This involves defining performance objectives, monitoring timesheets, conducting performance evaluations, and ensuring efficient team coordination. Additionally, the role requires participation in tender evaluations, verification of contractor payment requests, and serving as the technical focal point between the sub-office and the country office engineering unit. The position also entails consolidating field data for weekly and monthly progress reports, ensuring timely delivery of validated technical files, multi-technical progress reports, optimized team management, and validated work reception certificates. The candidate must also ensure proper documentation, including as-built plans and financial/technical closure reports for construction sites.
Work Experience
The role requires a minimum of 7 years of professional experience in construction site management. Additionally, proven experience in team management and direct supervision of technical and support staff in the field is essential. Prior experience managing construction sites for national or international NGOs, or UN agencies, is considered an asset.
