WFP Mozambique is developing its new Country Strategic Plan (2027-2030) amidst evolving global financing, shifting donor priorities, and national challenges like climate events and conflict. To diversify funding and enhance impact, WFP is strengthening engagement with governments and International Financial Institutions (IFIs). This role is crucial for positioning WFP as a strategic partner.
Job Purpose
The Partnerships Officer will play a key role in supporting WFP Mozambique's strategic engagement with International Financial Institutions (IFIs), Development Finance Institutions (DFIs), and government counterparts. This involves identifying and prioritizing partnership opportunities aligned with the Country Strategic Plan, mapping IFI/DFI landscapes, and developing tailored engagement strategies. The incumbent will lead resource mobilization efforts by developing concept notes, proposals, and investment cases, while nurturing relationships with key stakeholders. This position is vital for securing policy support, financing, technical expertise, and innovative solutions to advance national priorities and WFP's Zero Hunger goal, contributing to WFP's broader partnership portfolio and resource mobilization efforts.
Responsibilities
The Partnerships Officer will play a crucial role in supporting WFP Mozambique's new Country Strategic Plan (CSP) for 2027–2030. This involves analyzing, cultivating, and strategically positioning partnerships, with a primary focus on International Financial Institutions (IFIs) and Development Financial Institutions (DFIs). The role requires identifying new opportunities, planning engagement strategies, and strengthening tripartite collaborations with government and financial institutions. The officer will report to the Head of External Relations and work closely with management and program teams. Key responsibilities include mapping IFI/DFI landscapes, developing tailored engagement strategies, and monitoring relevant national and international processes to advise senior management. Additionally, the position involves leading the development of proposals, concept notes, and agreements, nurturing stakeholder relationships, and contributing to resource mobilization efforts. The officer will also be responsible for gathering and analyzing intelligence on partner priorities and financing trends, producing briefs, and capturing lessons learned. Maintaining and strengthening relations with government donors and partners, and supporting the preparation of high-quality communication materials for external engagement are also integral parts of the role. Ultimately, this position aims to position WFP as a strategic partner, mobilizing policy support, financing, technical expertise, and innovative solutions to advance national priorities and contribute to achieving Zero Hunger.
Work Experience
Requires a strong understanding of government, IFI/DFI, and donor strategies and priorities. Experience in developing multi-stakeholder partnerships across sectors is essential. Candidates should demonstrate experience in identifying opportunities, designing solutions with partners, and maintaining long-term relationships. Experience leading resource mobilization, including proposal development and agreement negotiation, is also required. Familiarity with corporate systems like Salesforce and Grants360 is beneficial.
