Job Purpose
The Programme Policy Officer (Home Grown School Feeding) will support policy and programme activities to effectively meet food assistance needs within WFP Rwanda. The officer will oversee the enhancement of monitoring and evaluation systems for school feeding programs, generating data to inform activities and shape WFP’s learning agenda. The position requires leading accurate reporting, liaising with stakeholders for collaboration and risk management, and supporting the development of partnerships for improved food assistance. Responsibilities
The role involves contributing to the development of diverse projects, plans, and processes, ensuring they align with broader program policies and guidance. A key responsibility is providing project management support for complex programs and projects, maintaining coordination with wider initiatives and adhering to WFP standards. This includes developing and overseeing data gathering and monitoring systems, ensuring high-quality standards are met, and enhancing monitoring, evaluation, and accountability systems for school feeding programs. The position requires researching and analyzing policy and operational issues to inform program development and shape WFP’s school feeding learning agenda, including designing and coordinating research and evaluation assignments. Leading the preparation of accurate and timely program reports for informed decision-making and stakeholder communication is crucial. Collaboration with internal and external counterparts to ensure effective partnerships, monitor projects, and identify risks is essential. The role also supports identifying, developing, and managing partnerships, documenting best practices, and managing knowledge sharing. Furthermore, it involves supporting capacity building for WFP staff, partners, and government entities, and guiding junior staff. The position requires strong analytical, strategic thinking, and interpersonal skills, with the ability to work independently and collaboratively, manage multiple tasks, and communicate effectively in English and Kinyarwanda.
Work Experience
The role requires deepened technical knowledge gained from exposure to technical teams, and leadership experience in implementing multi-sectoral programs. Candidates should have experience contributing to policy discussions and decisions, possessing strong strategic thinking and analytical skills. Proficiency in designing and executing analytical, research, and evaluation assignments is essential. The position also demands the ability to work independently and in a timely, organized manner, coupled with strong interpersonal skills for stakeholder relationship management. Teamwork, managing junior colleagues, and excellent written and oral English communication are also key requirements.
