Aviation Training Officer

Organizational Context

The World Food Programme (WFP) is the world's largest humanitarian organization, dedicated to saving lives and building a pathway to peace and prosperity. This position is based in Rome, Italy, within the Aviation Service Training Unit (ASTU). The Aviation Training Officer will operate in a specialized technical environment, reporting to the Head of ASTU.

Job Purpose

The Aviation Training Officer P3 is responsible for leading the development, coordination, and continuous improvement of aviation technical and operational training across WFP. This role ensures that aviation personnel meet stringent safety, competency, and regulatory standards essential for humanitarian air operations. The incumbent will oversee WFP Aviation’s competency-based training framework and minimum mandatory training requirements, providing crucial technical support to both Headquarters and field operations. A key aspect of this role involves fostering technical engagement with international bodies like ICAO, Civil Aviation Authorities, and academic institutions to ensure training systems remain current, compliant, and operationally relevant for effective humanitarian air transport.

Responsibilities

The Aviation Training Officer role at the World Food Programme (WFP) is pivotal in ensuring the safety and effectiveness of humanitarian air operations. This position is responsible for leading the development, coordination, and continuous improvement of aviation technical and operational training programs. The officer oversees WFP Aviation’s competency-based training framework and minimum mandatory training requirements, providing essential technical support to both headquarters and field operations. A key aspect of the role involves fostering and maintaining technical engagement with international aviation bodies like ICAO, Civil Aviation Authorities, and academic institutions to ensure training remains current, compliant, and operationally relevant. Responsibilities include designing and implementing training programs, developing technical policies and procedures, and integrating lessons learned for enhanced training quality. The officer also acts as a technical liaison, providing guidance to field operations, and collaborating with internal and external partners to align aviation activities with broader WFP and UN objectives. Furthermore, the role involves representing WFP Aviation in technical forums, preparing reports, managing technical partnerships, and potentially supervising junior staff. This position requires a strong understanding of aviation training systems, humanitarian operations, and regulatory frameworks, with a focus on ensuring all aviation personnel meet stringent safety and competency standards.

Work Experience

Candidates must have at least 5 years of progressively responsible experience in designing and delivering aviation technical training for humanitarian air operations, including competency-based and recurrent training approaches. Proven experience in developing a cross-functional minimum mandatory technical training framework for diverse humanitarian aviation operational profiles is also mandatory.
