Job Purpose
The Engineer (Civil and/or Structural) will provide essential technical leadership and project management for WFP's infrastructure projects in South Sudan, a context marked by severe logistical challenges and degraded infrastructure. This role is critical for designing, implementing, and managing a diverse portfolio of projects, including roads, bridges, and flood protection structures, which are fundamental to WFP's operational continuity and ability to deliver humanitarian aid. The Engineer will oversee construction, ensure quality assurance, manage contractors, and lead community-based maintenance programs to enhance sustainability. A significant portion of the role involves field missions to supervise project implementation, coordinate with stakeholders, and ensure projects are delivered safely, efficiently, and within budget, directly enabling WFP's mandate in challenging remote areas.
Responsibilities
The role encompasses comprehensive engineering project lifecycle management, from initial technical design and planning, including feasibility studies, site surveys, and detailed engineering designs, to construction supervision and quality assurance. This involves directing and monitoring construction works, ensuring contractor performance, conducting site inspections, and verifying payments, while strictly enforcing environmental, social, health, and safety (ESHS) requirements. The position requires managing a diverse infrastructure portfolio, covering roads, bridges, drainage, airstrips, ports, buildings, and water systems. A key responsibility is designing and leading Community Labour-Driven Maintenance (CLDM) programs, fostering local ownership, and developing sustainability frameworks. Procurement and contract management are crucial, involving the preparation of tender documents, managing bid evaluations, and administering contracts. Project management includes developing work plans, budgets, and resource plans, alongside preparing high-quality reports for stakeholders and donors. Effective coordination with government bodies, UNMISS, humanitarian partners, and internal teams is essential. The role also involves significant stakeholder engagement, representing the organization's engineering interests, and contributing to inter-agency coordination, often requiring travel to challenging field locations.
Work Experience
Master's degree holders require at least seven years of progressive professional experience in civil engineering and infrastructure project delivery. First-degree holders need a minimum of nine years of the same experience. Expertise in both horizontal infrastructure (roads, bridges, drainage, airstrips, ports, flood protection) and vertical infrastructure (buildings, warehouses, offices, accommodation) is essential.
