Job Purpose
The Logistics Associate - Contracting & Markets will play a crucial role in supporting the end-to-end management of logistics contracts, from market analysis to execution. This position is vital for ensuring the security of capacity, cost control, and the performance of service providers, thereby contributing to the effective implementation of WFP's operations in Haiti. The role involves close coordination with various units to ensure seamless delivery of both cash-based transfers and in-kind assistance. A key responsibility will be to support market data collection and analysis, identify trends and risks, and assist in the onboarding and performance monitoring of retailers and logistics providers. This role is essential for maintaining operational continuity and supporting WFP's mission to achieve zero hunger.
Responsibilities
The role involves comprehensive management of the logistics contract lifecycle, from market analysis to execution. Key responsibilities include ensuring capacity, controlling costs, monitoring provider performance, and maintaining operational continuity in line with WFP procedures. This entails coordinating with various internal units to effectively implement cash-based transfers (CBT) and in-kind distributions, while facilitating information sharing. The position supports market information collection and supply chain analysis, identifying trends, risks, and opportunities. It also involves identifying, onboarding, and monitoring retailers and logistics providers, ensuring contractual compliance and supporting capacity building. Regular field visits are conducted to assess service quality and adherence to standards. The role supports procurement processes for logistics services, including bid evaluations and supplier mapping. Contract preparation, management, and archiving are crucial, ensuring documentation is complete, compliant, and audit-ready. Performance monitoring against KPIs and contractual requirements, along with corrective action tracking, is essential. The position also supports the reconciliation of CBT transactions, invoice verification, and payment tracking, while adhering to internal controls. Coordination and monitoring of logistics operations, reporting issues, and contributing to problem resolution are also key. Finally, the role involves conducting research, data collection, analysis, and report generation to support decision-making, and liaising with stakeholders to ensure efficient service delivery and support market-based interventions and supply chain operations.
Work Experience
The role requires at least 6 years of relevant experience, with a minimum of 1 year specifically in supply chain operations. Prior experience in cash transfer operations and voucher programs is highly advantageous. Proven experience in retail and market-specific operations, strong logistics and supply chain management knowledge, and skills in data collection, analysis, and research are also desired.
